It it not just the mess, which good owners clear up. It is the fact that a sizeable number of owners don't. Numerous dogs are left to run free on the beach. We should have the right to sit on the beach without having uncontrolled dogs jumping over us and picking at our food. Sadly too many owners let dog run free.
