Parking Survey Southsea

We the undersigned petition the council to (1000 characters): Conduct a new parking survey of the Southsea area. Including all resident parking zones, allowing residents and businesses of these zones to choose reasonable parking restrictions.

The parking survey should be done on a zone by zone basis, to understand the parking needs of residents and businesses in those areas. The survey should give residents and businesses the opportunity to change the parking restrictions of their parking zone, including but not limited to options such as, 24-hour residents parking permits only, extending paid parking times, reducing parking prices in paid parking areas, reducing parking times for non residents, etc.

Currently there is evidence that roads with 3 hour parking are not being monitored properly. I believe with reduced non resident parking times or permit holder only areas, this would allow the monitoring of these parking zones much easier and generate more revenue for the city, while making it easier for residents to park nearer their homes.

Council response

The council collects and analyses comments made by residents regarding parking and considers these before a residents parking scheme is proposed. Residents comments are used to inform which areas we survey. In areas where residents want parking controls we survey them to establish what problems they face and when they occur.

Where residents are supportive of the idea of a scheme we design proposals to address the main problems and consult again on those proposals. Before deciding whether or not to introduce a scheme any comments we receive are discussed at a public meeting and a decision is taken by the Cabinet Member for Traffic and Transport.

Any scheme has to balance conflicting demands and there are often widely varying views from residents and businesses on how controls should operate. For example, with regard to times of operation, it is unlikely there would be a majority in favour of any one set of times. We propose schemes which address the main problems highlighted and are consistent with the council's policies.
