Local Transport Plan 3 - Implementation Plan 2021/22

Purpose

The purpose of this report is to seek approval for the Local Transport Plan 3 (LTP 3) Implementation Plan 2021/22. £1,000,000 funding allocated to the 2021/22 LTP3 Implementation Plan by Full Council on 9th February 2021 as part of the council's 2021/22 Capital Programme. This report details the proposed programme of schemes to be delivered.

 

RECOMMENDED that:

1.    The attached Local Transport Plan 3 (LTP3) funded schemes 2021/22(Appendix A) is adopted as Portsmouth's LTP3 Implementation Plan 2021/22;

 

2.     Authority is delegated to the Director of Regeneration in consultation with the Cabinet Member for Traffic and Transportation and the Section 151 Officer to update the Local Transport Plan 3 Implementation Plan with the attached proposed Local Transport Plan funded scheme list (Appendix A) as Portsmouth's adopted Implementation Plan for 2021/22;

 

3.     Authority is delegated to the Director of Regeneration in consultation with the Cabinet Member for Traffic and Transportation and the Section 151 Officer to agree any minor amendments to the Implementation Plan that may be required to take account of future funding changes and policy announcements.

 

4.     It is noted that a new Local Transport Plan (LTP4) is being developed which will set out the vision, objectives and policies for taking the city's transport and travel network forwards over the next sixteen years. This process will lead to an updated implementation plan expected later this year.

Minutes:

Felicity Tidbury, Transport Planning Manager introduced the report and in response to questions explained that the reference to the LTP budget was based on last year's Implementation Plan.

 

It was agreed that:

1.    The allocation towards cycling initiatives within the proposed 2021/22 LTP Programme would be sent to members after the meeting.  These details are attached to the minutes.

2.    The list of requests for low traffic neighbourhoods will be sent to members separately.

 

DECISIONS

Councillor Lynne Stagg resolved that:

Addendum - the allocation towards cycling initiatives within the proposed 2021/22 LTP Programme.

 

At the Full Council meeting of Tuesday 17th October 2017, a Notice of Motion was proposed on Cycling within the city to achieve Portsmouth Cycle Forums "A city to Share" which would also help to progress the aims of Cycle UK's 'Space for Cycling'.  Below is an extract from the report which can be found here: Agenda for Full Council on Tuesday, 17th October, 2017, 2.00 pm Portsmouth City Council

 

In order to progress this the City Council request that the Cabinet:

a)    Develops a strategy to implement in full Portsmouth Cycle Forum's "A City to Share"; such strategy to include a costed network of safe, accessible and direct routes that link places and people.

b)    Identifies all implementation costs associated with the strategy and seeks financing for these costs through bids to the Department for Transport and other relevant bodies and that the Cabinet also considers proposing the allocation of at least 5% of all Local Transport Plan capital funds each year towards the accomplishment of the strategy.

 

The Approved 2021/22 LTP Implementation Plan includes the following schemes which focus on improvements to cycling:

 

-          City-wide Early Release Low Level Cycle Signals

-          East-West Cycle Corridor - Fratton to The Hard

 

And these schemes are aimed at improvements for both walking and cycling:

 

-          Active Travel Improvements including Quieter Routes Improvements

-          Workplace Sustainable Travel Fund

 

Therefore the 2021/22 LTP3 Implementation Plan includes budget amounts for cycling in excess of 5%.
