The Chair formally opened the meeting at the advertised time of 5pm.  He explained that due to unforeseen circumstances the meeting would not commence until 5:30pm and formally adjourned to commence at 5:30pm.

Councillor Vernon-Jackson advised that he was attending as Standing Deputy for Councillor Jeffery at the advertised time but would have to leave the meeting at 5:20pm, before the meeting recommenced.

Apologies for absence were received from Councillor Abdul Kadir and Councillor Mark Jeffery.

There were no declarations of interest.

RECOMMENDED that the final report be signed off by the panel.

RESOLVED that the panel's report 'Culture - An Exploration of Cultural Accessiblity & Engagement with Deprived Communities', be signed off and be submitted to Cabinet in June 2025.

Councillor Cordy noted that this had been an important piece of work and commended the panel for covering the subject.

Councillor Simpson noted his thanks to all the witnesses that had come forward for both reviews, to all the officers who had given their time to provide evidence and data, to the Panel Members and to all those who had attended last minute over the Christmas period for the Property review.

RESOLVED that the panel's report 'Management of Empty Portsmouth City Council Commercial Properties to Ensure Maximum Income Generation' be signed off and be submitted to Cabinet In June 2025.
