Local Transport Plan 4 - Implementation Plan 2022 to 2025 - Year 2 annual review

Purpose of Report

The purpose of this report is to seek approval for the updated Local Transport Plan 4 (LTP 4) Implementation Plan 2022/23 - 2024/25 following the approvel of the 2023/24 budget at the 28 February 2023 Full Council meeting.

 

The report notes the following funding allocations by Full Council on 28 February 2023 as part of the council's 2023/24 Capital Programme which contribute to the delivery of the adopted Portsmouth Transport Strategy (LTP4):

 

·         £635,000 for the 2023/24 LTP4 implementation plan

·         £250,000 for the delivery of transport schemes

·         £360,000 for Transport Infrastructure Investment

 

This report details the proposed programme of LTP4 implementation plan funded transport schemes to be delivered.

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Approves and adopts the attached Local Transport Plan (LTP4) funded schemes 2023/24 (Appendix A) as part of Portsmouth's LTP4 Implementation Plan 2022/23 - 2024/25;

 

2.    Authority is delegated to the Assistant Director of Transport in consultation with the Cabinet Member for Traffic and Transportation and the Section 151 Officer to update the Local Transport Plan 4 Implementation Plan with the attached proposed Local Transport Plan funded scheme list (Appendix A);

 

3.    Authority is delegated to the Assistant Director of Transport in consultation with the Cabinet Member for Traffic and Transportation and the Section 151 Officer to agree any minor amendments to the Implementation Plan that may be required to take account of future funding changes and relevant national policy guidance, including reprofiling of indicative scheme delivery timescales;

 

4.    Notes that the funded Transport Infrastructure Programme, Transport Hub and other revenue and externally funded highways and transport work programmes contribute to the delivery of the LTP4 and the implementation plan 2022/23 - 2024/25 will be updated to include these.

Members' questions

 

Councillor Heaney asked the Chair if she had been consulted, as Cabinet Member, about the decision to reduce the funding for the LTP4 and Cycle Improvements.  The Chair confirmed that she had been and that it was discussed with the S151 Officer as every department had had to take cuts in relation to the Budget.

 

In relation to Member's questions, officers clarified:

 

·         The split of the individual items in the Capital Programme had been factored down by the amount taken out of the budget.

 

Members' comments

Councillor Bosher noted that the report refers to 'All Wards' which should include those wards off Portsea Island as well.

 

There was discussion around the number 23 bus service, with Councillor Bosher asking whether officers had engaged with Stagecoach, in relation to this particular service, to ask if it would be possible for the service to do a loop of QA instead of dropping passengers at Cosham.

 

The Chair advised that she had previously discussed this with Stagecoach a number of years previously and was told it would entail an additional bus, with additional cost and due to the number of passengers using the service, this was not commercially viable. 

 

Officers advised they are in conversation with the bus operators all the time and reiterated the comment from the Chair, that the extra cost would have to be passed on to passengers.  They noted that, through the SEHRT funding, one of the proposals was for a fast service from Leigh Park to Portsmouth and Southsea which may make it more feasible for the 23 to be revised.  As part of BSIP, officers work with operators to identify where there are gaps in the service.

 

Councillor Heaney welcomed the proposal but was disappointed in the last-minute cuts in the budget.

 

The Chair approved the recommendations and noted the comments from Members' and asked officers to consider these and report back as and when progress is made.

Tertiary Roads Inspection and Repair

Purpose of Report

To inform Members of the frequency of inspections and the process around decision making to the resurfacing of roads.

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Approves that the plans and timings of inspections of the tertiary road network are shared with all Ward Councillors;

 

2.    Approves that the report on the condition of the roads that follows these inspections is shared with all Ward Councillors;

 

3.    Notes that the decision by the Cabinet Member is brought to the public Traffic and Transportation decision meeting for information.

Richard Stocks, PFI Deputy Contract Manager, presented the report and advised the purpose of the report was to inform members of the frequency of inspections and the process around decision making relating to the resurfacing of roads.

In relation to Members' questions, officers clarified:

 

·         It was not known if roads in PO7 or those over the hill were included in the PFI contract but Officers stated they would find out this information and advise Members accordingly.

 

Members' comments

Councillor Heaney was pleased that all councillors were to receive information on this service, noting it is easier to deal with queries from their ward constituents if they have this information to hand.

 

Councillor Bosher hoped that it was all ward councillors and not just the ward specific councillors receiving information. The Chair confirmed it would be both.  The general information will go to all Councillors and the ward specific items will go to the Ward Councillor.

 

 

Decision

 

The Cabinet Member:

Purpose of Report

The purpose of this report is to gain approval from the Cabinet Member for Traffic and Transportation construction of the Active Travel Improvements advertised under Traffic Regulation Order 206/2022 in Isambard Brunel Road following a formal objection from the Portsmouth Cycle Forum.

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation approves the implementation of TRO 206/2022 for the introduction of the bus, taxi and cycle lanes and the revocation of the order, following formal consultation.

In response to the deputation, Chi Sharpe clarified that the amount stated in the report covers the whole of the project not just the TRO, and will cover the cost of the dropped kerbs and the additional works.

·         A commitment had been given to look at the proposals the Cycle Forum put forward and a feasibility study would be undertaken accordingly.  The report was seeking approval to carry out this particular stage of the Active Travel improvements and then the next stage would be considered. The improvement was incremental and there was money available still within the budget.

 

Members' Comments

Councillor Bosher was supportive of what was planned as it would improve active travel and safety for cyclists at that roundabout.

 

Councillor Heaney thanked officers for arranging a site visit which helped to provide him with a better understanding of the proposal.  He agreed that the better access point is at the end of Hope Street.

 

 

Decision

 

The Cabinet Member:

1.    Approved the implementation of TRO 206/2022 for the introduction of the bus, taxi and cycle lanes and the revocation of the order, following formal consultation.

TRO 24/2023 - Walmer Road, Renny Road and Proctor Lane - one way except cycles

Purpose of report

To consider the recommendation in line with the consultation results to implement the proposed one-way streets on Walmer Road, Renny Road and Proctor Lane.

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Approves the implementation of TRO 24/2023, to implement a series of one-way streets including contra-flow cycling, following resident engagement and formal consultation.

St Jude's School Streets permanent infrastructure

Purpose of report

The purpose of this report is to make recommendations for St Jude's CE Primary School Streets infrastructure following a series of engagement meetings with parents, residents and the school and to seek approval for the installation of infrastructure measures around the school under an Experimental Traffic Regulation Order (ETRO).

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Approves creating a School Street via the installation of resident only access signs with times of operation displayed on St Nicholas Street, Pembroke Close and Penny Street at the point of entry from Pembroke Road.

 

2.    Approves that this installation will be for a minimum 18 months under Experimental Traffic Regulation Order (ETRO). If the outcome of the initial 6-month consultation is that respondents are in favour of a permanent school street then the addition of removeable bollards will be investigated.

Michelle Love, Safer Travel Manager, presented the report and advised that the purpose of the report was to make recommendations for St Jude's CE Primary School Streets infrastructure following a series of engagement meetings with parents, residents and the school and to seek approval for the installation of infrastructure measures around the school under an Experimental Traffic Regulation Order (ETRO).

 

Members' questions

In response to Members' questions, officers clarified:

 

·         The trial was manned by volunteers from the school and local community with some assistance from the Council.

 

·         St Jude's School is within a cul-de-sac area with Peacock Lane, St Nicholas Street and Poynings Place and the residents in this area were primarily consulted but there was a wider consultation area as well.  The consultation was also online.

 

·         The resident's feedback from the forum at St Jude's was available to share with Members once it had gone to the school, parents and residents that took part.

 

·         To encourage parents and children there are incentive schemes available along with the Stomper App and Park and Stride Maps which mark out where it is possible to park should parents have to drive in, such as the pay and display bays on Pembroke Road.  Normally around 65% of pupils live within half a mile to a mile of a school so it is about giving them the incentive to walk to school, if possible.

 

Decision

 

The Cabinet Member:

1.    Delegates authority to the Assistant Director of Transport to undertake the procurement process and the award of a contract for a park and ride service (known as Southsea PR3), to operate in the July/August summer holidays, and on weekends in May, June and September, to be funded from the parking reserve, subject to value for money after consultation with the Section 151 Officer;

 

2.    Notes the registration of the commercial open top seafront Service 50 between The Hard and South Parade Pier between 28 May and 30 September 2023;

 

3.    Notes no additional journeys on the Service 25 are to be operated in summer 2023.

·         It was not the case that PCC always do an annual process for contracting summer bus services.  Last year was the first year that an open top bus service was contracted by PCC.  The service is a commercial one for this year.  This was the proposed third year for the Park and Ride service to Southsea.

 

The Chair stated she was in favour of the proposals.  She noted the need to commence communications earlier than previous years to ensure greater take up of the services.

Purpose of Report

To provide a progress update on the procurement of a car club for Portsmouth.

 

To detail the proposed car club bay locations to be taken forwards in the first phase of the Portsmouth car club scheme and seek permission to proceed with the required Traffic Regulation Order (TRO).

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Notes the progress in made towards introducing a car club in Portsmouth;

 

2.    Approves the use of designated car club parking bays in on-street and off-street locations for the duration of the car club scheme

 

3.    Approves the on-street locations detailed in the report for designated car club parking bays to proceed to Traffic Regulation Order consultation.

 

4.    Notes a report will be brought back to the Cabinet Member for Traffic and Transportation in June 2023 with the results of the TRO consultation and recommendations of the final designated bays to be implemented.

Kirsty Routledge, Principal Transport Planner, presented her report and advised that the purpose of the report was to provide a progress update on the procurement of a car club for Portsmouth.  It was also to detail the proposed car club bay locations to be taken forward in the first phase of the Portsmouth car scheme and seek permission to proceed with the required Traffic Regulation Order (TRO).

 

Members' questions

In relation to Members' questions, officers clarified:

 

·          It was proposed that there would be ten cars altogether in the initial phase of the scheme, 2 in each of the four wards and 2 at Lakeside. 

 

·         There are 12 locations suggested in the report, but it was proposed that only 8 will be taken forward in residential locations with the additional 2 at Lakeside.

 

·         Each parking bay will be specifically for a car club vehicle.

 

·         There will be first year membership of £20 for Portsmouth residents, rising to £60 thereafter.  The hire rate for the vehicle will start at £6.70 per hour.

 

·         A key target market is those people with more than one vehicle who may consider getting rid of one of those to make use of the scheme in order to save money (on insurance, road tax, depreciation etc).

 

Members' comments

Councillor Bosher was broadly supportive of the scheme. He noted the assumptions that the scheme would reduce some of the pressure on residential parking zones and recommended ongoing metrics are produced to be able to ascertain whether these assumptions are correct.  He requested an interim report to keep Members update on the progress of the scheme.

 

 

Decision

 

The Cabinet Member:

1.    Noted the progress made towards introducing a car club in Portsmouth;

 

2.    Approved the use of designated car club parking bays in on-street and off-street locations for the duration of the car club scheme;

Members' questions

In relation to Members' questions, officers clarified:

 

·         Feedback from the bus companies would be shared with Members.

 

·         There is an annual reporting mechanism through the Passenger Charter and also through the announced partnership for the Bus Service Improvement Plan.  Both bus operators have agreed to work together on driver recruitment, also with the Solent Apprenticeship and Skills Hub to promote apprenticeships and bus driver recruitment and other skills.

 

·         Officers noted the recent announcement that First Bus will be creating an electric bus hub on the site of the old Portsmouth News centre.

Private Hire Vehicles in bus lanes trial - review update

Liam Norman, Project Manager, presented his information only report and advised the purpose of the report was to provide an update on the current trial permitting private hire vehicles (PHVs) to utilise five bus lanes as approved at the meeting of the Traffic and Transportation Cabinet Member on 5 July 2022, and its subsequent implementation on 14 November 2022.  It also detailed the current status of the trial and the data collected.

 

The Chair noted how thorough the trial had been with plenty of base line evidence to start with.  She thanked all the officers for the work that had been put into the trial.

As the meeting was her last as Cabinet Member for Traffic and Transportation, Councillor Stagg thanked all the Traffic and Transportation officers for their hard work during her time as Cabinet Member and their work during really difficult circumstances on many occasions.  She also thanked Tristan Samuels for the backing and support he had provided the team and wished him good luck as he would be leaving the service the following month.
