Purpose

The report aims to:

·       Provide the results of the resident and business car club surveys undertaken between 13 September and 11 November 2021.

·       Recommend priority locations for a car club, to take forward through the tender process.  

·       Provide updated timescales for the delivery of a car club in Portsmouth.

RECOMMENDED that the Cabinet Member for Traffic and Transportation:

1.    Notes the results of the resident and business car club survey.

2.    Approves the procurement exercise for a car club, to initially prioritise the wards of St Jude, Central Southsea, Eastney and Craneswater, and St Thomas.

3.    Notes that a report with the car club scheme details will be brought back to Traffic & Transportation, following the tender exercise in summer 2022.

Felicity Tidbury, Transport Planning Manager, introduced the report. Kirsty Routledge, Transport Planner, was available to answer questions. 

In response to questions, Kirsty Routledge, provided the following information as clarification:

·       Of the four areas surveyed, three had been targeted and the fourth had been identified as an additional ward where take up was likely to be high.

·       The parameters for measuring the success of the scheme will be established as part of the tender and procurement process. 

Councillor Heaney commented that he was supportive of the scheme and noted that detailed questions are likely to come forth during the tender process, including the number and location of cars.  He also suggested that there is a publicity campaign in the targeted areas when the scheme is launched to encourage use.

Councillor Stagg agreed and noted that other wards may also be interested in the future.

Councillor Bosher commented that the scheme was positive move and that he supported it.  He added that he had a several questions including the location of the dedicated bays, the impact on existing parking pressures, whether electric vehicle car club bays would be available to other electric car users for vehicle charging and that these will be material to how the scheme is implemented to make it a success. 

Councillor Stagg commented that these were useful and would help inform the procurement process.

Purpose

To consider the public responses to TRO 137/2021, proposed designated electric vehicle charging bays in two locations across two roads. Objections were received to proposals within TRO 137/2021, and therefore a report to the Cabinet Member is required for decision to be made at a public meeting.

RECOMMENDED that the Cabinet Member for Traffic & Transportation:

1.    Provides formal consent for the installations of the designated electric vehicle charging bays detailed in Appendix A of the report.

Felicity Tidbury, Transport Planning Manager, introduced the report.

In response to questions, Felicity Tidbury, provided the following information as clarification:

·       The objections received regarding Waverley Grove were understood as it was acknowledged that there are parking pressures in that area.  However, this area has high demand for EV charging points and having reviewed the electric vehicle (EV) infrastructure in the area, the nearest EV point is not convenient for residents.  

·       Misuse of the EV charging point, for example, staying when the car is fully charged and no longer connected, is enforceable.

Councillor Stagg commented that a as EV ownership increases car users will have to share access to charging points.  She added that she was aware of residents in one road having established a rota to share the charger.

Councillor Heaney commented that an assessment of the number of residents registered for a residents' parking zone in a particular road may be an indication of additional pressure on parking.

Councillor Stagg agreed, adding that in a City with lots of terraced houses, there were not any alternatives but to offer on-street residential charging points.

Purpose

To consider the public response to the proposed waiting restrictions on Mayfield Road, which will facilitate an improved crossing facility for the new school entrance.

RECOMMENDED that the Cabinet Member for Traffic and Transportation:

1.    Agrees that the proposed waiting restrictions are introduced to the south side of Mayfield Road as proposed under TRO 119/2021.

Joanna Hamment, Senior Road Safety Officer, introduced the report and informed members that a proposed TRO must be advertised and the statutory consultees notified and given a 3-week period (21 days) in which to register any support or objections.

In response to questions, Joanna Hamment provided the following information as clarification:

·       The proposed build out will not affect the disabled parking bay, in fact there may be more space for the user.

·       There is no increase in the number of students but as there will be a defined crossing point, any noise will be concentrated at that point. 

·       The school has worked with officers to help determine the best place for the build out, the measures are being proposed to help children cross safely and the impact will be monitored.

·       There is no impact on two-way traffic outside Mayfield School.

Councillor Bosher commented that the road is long and straight, and the bump out may help limit speeds to 20MPH making it safer for students to cross.

Councillor Heaney declared his support for the scheme.
