TRO 78b/2018 - parking proposals - Herbert Road, Minstead Road, St. Peter's Grove, St.George's Road Eastney pdf icon PDF 459 KB

The purpose of the report by the Director of Regeneration is to consider the public responses to proposed parking restrictions in a number of locations and proposed part-kerb pavement parking.  Objections were received to 4 proposals within TRO 78/2018, and therefore a report to the Cabinet Member is required, for decision to be made at a public meeting.

 

RECOMMENDED that:

 

(1)  the Doctor parking bay proposed under TRO 78/2018 in Herbert Road is not implemented;

 

(2)  a decision on the part-kerb pavement parking bays proposed in Minstead Road is deferred to enable further discussions with residents and councillors;

 

(3)   the double yellow lines proposed under TRO 78/2018 for St Peter's Grove are installed but at a reduced length of 5m, instead of the 7m length proposed;

 

(4)  the 10m reduction of double yellow lines in St George's Road (Eastney) proposed under TRO 78/2018 is carried out, reducing the 38m length northwards from Marine Court to 28m.

Minutes:

Felicity Tidbury, Transport Planning Manager, introduced the report and explained the reasons behind the recommendations: for the Doctor parking bay the equalities issues and impact on disabled and older persons had been considered; there had been a mixed response to the Minstead Road proposals so this needed further discussions with local people; for St.Peter's Grove a compromise was being sought to minimise the impact on on-street parking and for St.George's Road the proposed 10m reduction in yellow lines was recommended to go ahead.

As well as receiving 2 written deputations (which were in support of the doctor's parking bay being implemented) there were 2 deputations heard at the meeting:

 

i)             Mr Forbes - outlining his objection to the designation of the Doctor parking bay in Herbert Road for the surgery which was part of a group practice*

ii)            Mrs Humphries - outlining her concerns regarding accessing and egressing Elm Lodge from St. Peter's Grove

 

(*It was subsequently requested by the Craneswater Group Practice that a statement made by Mr Forbes be corrected as Dr Moore does not live above the surgery or on this road.)

 

On the issue of the Doctor bay in Herbert Road Councillor Stagg and officers had met with the doctor and discussed a compromise solution so that the space would only be used for the medical practice during the day and remain free for residents' use between 6pm and 8am. Councillor Stagg wanted the bay to be moved one space away to give greater accessibility to patients by leaving the closest space to the surgery unrestricted.   Councillor Chowdhury, as a Spokesperson, also supported the proposal to help the doctors looking after their patients.

 

Regarding St.Peter's Grove double yellow lines, whilst officers had been responsive to the local pressure for parking spaces Councillor Stagg wished to keep the yellow lines at 7m (not 5m as per the recommendation).

 

Councillor Stagg supported the other recommendations (2) and (4), unamended.

Safer Routes to School - Allaway Avenue (Castle View Academy) Zebra Crossing pdf icon PDF 171 KB

The purpose of the report by the Director of Regeneration is to consider the responses to the public consultation regarding the proposals to implement a zebra crossing and associated traffic calming facilities outside Castle View Academy on Allaway Avenue, Paulsgrove.

 

RECOMMENDED that the zebra crossing and associated traffic calming adjacent to Castle View Academy, Allaway Avenue, is implemented as proposed.

Minutes:

Paul Darlow, Traffic & Network Manager, presented the report and explained the background for the need for a safe crossing for pupils due to the rebuilding and re-siting of the school. In response to a question he clarified that there had been 3 objections initially, with Portsmouth Cycle Forum withdrawing theirs, and the care home referred to was not in the vicinity of the crossing.

 

Councillor Stagg, as Cabinet Member, believed that the safety of children was paramount and this was echoed by Councillor Chowdhury.

 

DECISION: that the zebra crossing and associated traffic calming adjacent to Castle View Academy, Allaway Avenue, be implemented as proposed.

The purpose of the report by the Director of Regeneration is to consider responses to the public consultation on the proposal to implement traffic calming measures to reduce vehicle speeds within Francis Avenue.

 

RECOMMENDED that the Cabinet Member for Traffic & Transportation approves the implementation of the following traffic calming measures (detailed in appendix 1) in Francis Avenue:

 

• Two raised tables to the north and south of the junctions with the Francis Avenue junctions with Jessie Road and Devonshire Square

 

• Six pairs of speed cushions between the Francis Avenue junctions with Devonshire Square and Albert Road.

Decision:

The Cabinet Member for Traffic & Transportation approved the implementation of the following traffic calming measures (detailed in appendix 1) in Francis Avenue:

 

           Two raised tables to the north and south of the junctions with the Francis Avenue junctions with Jessie Road and Devonshire Square

 

           Six pairs of speed cushions between the Francis Avenue junctions with Devonshire Square and Albert Road.

Minutes:

Michelle Love, Safer Travel Manager, presented the report.  She explained the background to the proposals due to Francis Avenue having been found to have the highest number of drivers travelling over the 20mph limit when a radar survey had been undertaken, and a high level of support for the implementation of the speed reduction measures (80% in the second consultation exercise).

 

Councillor Stagg, as Cabinet Member, was familiar with the problems in this road and the local support for it, including the involvement of ward councillors. Councillor Stagg wanted to support this scheme due to the child safety benefits and hoped it would be implemented swiftly.  Councillor Chowdhury, as a Spokesperson, also supported these safety measures.
