Assessment of Air Quality - Annual Statement Report 2018 pdf icon PDF 241 KB

Purpose.

To provide the Cabinet Member for Environmental and Community Safety information on the:

 

·         Local Air Quality Management (LAQM) process and the 2017 Review and Assessment (R&A) of air quality (AQ) in Portsmouth through the publication of the 2018 Annual Status Report (ASR)

·         Legal responsibilities placed upon Portsmouth City Council (PCC) in respect to AQ and the appraisal undertaken by Department for Environment, Food and Rural Affairs (DEFRA) of PCC's 2017 ASR

·         UK government's position in respect AQ and the possible implications of

·         Brexit

·         Actions undertaken and proposed by PCC which are likely to positively impact upon pollution levels in Portsmouth.

 

Recommendation

That the Cabinet Member for Environment & Community Safety approves* the publication of the 2018 ASR as attached as Appendix 1 (*see section 3.3 of the report).

Mr Mike Dobson and Ms Tracey McCullock made deputations against the recommendation.

Richard Lee, Regulatory Services Manager introduced the report and in response to a question that Mr Dobson had raised in his deputation explained that the council follows the technical guidance stipulates how a tube should be located.

 

Councillor Ashmore, Cabinet Member for Environment & Community Safety noted that the report will be submitted to DEFRA for scrutiny.  He was encouraged that there had been increased monitoring and that a new Area Quality Area Plan had been implemented as it was an extremely important issue.

 

DECISION

The Cabinet Member for Environment & Community Safety approved the publication of the 2018 ASR as attached as appendix 1 of the report.

 

 

10.

Project Integra Action Plan pdf icon PDF 126 KB

Purpose.

To outline the Project Integra Action Plan as approved at the Project Integra

Strategic Board on 15 February 2018

 

Recommendations

That the Cabinet Member for Environment and Community Safety agrees to adopt the principles included in the Project Integra action plan which covers the period 2018- 202.1

Colette Hill, Assistant Director of Property and Housing (Environment) introduced the report and in response to a question from Councillor George Fielding explained that being part of a wider infrastructure means that the council can benefit from opportunities that would not be available otherwise.

 

DECISION

The Cabinet Member for Environment & Community Safety agreed to adopt the principles included the following points in his deputation: in the Project Integra action plan which covers the period 2018-2021.

Outcome of waste reductions trials and proposed changes to waste management policy pdf icon PDF 204 KB

Colette Hill, Assistant Director of Neighbourhoods, Property and Housing introduced the report and added that the results of the trial in Milton were not ready in time to be included in the report.   The trial had lasted three weeks and had led to a 16% reduction in waste.

 

Councillor George Fielding pleased to note that the changes would mean that the weekly waste collections would continue and the amount of waste reduce.

 

Councillor Dave Ashmore, Cabinet Member for Environment & Community Safety noted that waste is increasing and is expensive to deal with.  These changes are necessary in order to retain the weekly waste collection and to increase recycling.

 

DECISIONS

The Cabinet Member for Environment & Community Safety:

1.    Noted the outcomes of the weekly wheeled bins and weekly bin bag trials and approves the strategy for retaining weekly refuse collections whilst increasing recycling rates.

2.    Agreed the timeline for the changes required to retain weekly refuse collections.
