Purpose of Report

To consider representations received during the consultation for the proposed Froddington Road Permit Parking Scheme (JG Zone).

 

RECOMMENDATION

It is recommended that the Cabinet Member for Transport does not approve the introduction of the proposed Permit Parking Scheme (JG Zone).

Barbara Thomas, Traffic Regulation Order Lead, presented the report, the purpose of which was to consider representations received during the consultation for the proposed Froddington Road Permit Parking Scheme (JG zone).

 

Members' questions

In response to Members' questions, officers clarified:

 

·       The information relating to the formal consultation in 2024 was contained within the narrative of the report but not in a tabular formulation like the informal consultation information from 2021.  Information would be presented in a more consistent, easily accessible manner in future reports.

 

·       The wider programme of RPZs was implemented by a previous Cabinet Member for Transport and the investigation for all those areas was not yet completed.

 

Members' Comments

Members considered the threshold level for moving an informal consultation to a formal consultation and a TRO should be re-assessed in order to make more efficient use of officer time.

 

Cabinet Member Comments

The Cabinet Member agreed an overall look at the RPZ programme would be a good idea as a lot of the schemes had been in place a long time and would benefit from review.  However, the existing programme should be concluded before this happened.  The Cabinet Member was not clear about what format the review would take or what aspects of the RPZ programmes would be reviewed at the present time.  This would be confirmed at a later stage when appropriate.

 

DECISION

The Cabinet Member for Transport did not approve the introduction of the proposed Permit Parking Scheme (JG zone).

Purpose of Report

To consider representations received during the consultation for the proposed Railway View Permit Parking Scheme (JH Zone).

 

RECOMMENDATION

It is recommended that the Cabinet Member for Transport approves the introduction of the proposed Permit Parking Scheme in the Railway View area (JH Zone).

Members' Questions

In response to Members' questions, officers clarified:

 

·       Carers permits cost £30 - the same as resident permits.  The £300 permits are for a care business operating in the area.

 

·       The £240 cost mentioned in the resident's comments was for a permit in the adjacent housing car park.  The housing car park has allocated spaces, and it would be up to the person renting the space to reserve them with a locking post or something similar.  The £30 resident parking permit in the road next to the housing car park would not guarantee a space.

 

DECISION

The Cabinet Member for Transport approved the introduction of the proposed Permit Parking Scheme in the Railway View area (JH Zone)

School Streets - Phase 1 - ETRO Consultation Findings pdf icon PDF 424 KB

Purpose of Report

The purpose of this report is to provide an overview of School Streets Experimental Traffic Regulation Order (ETRO) to date and summarise the feedback and learning from ETRO consultation phase.

 

RECOMMENDATIONS

It is recommended that the Cabinet Member for Transport:

 

1.    Approves making Experimental Traffic Regulation Order (ETRO) for Bramble Infant School and Nursery School Street on Heyward Road permanent at the end of the 18 months period;

2.    Approves the changes to School Streets at St Jude's CofE Primary School by extending operational hours and installation of additional infrastructure on Penny Street and Pembroke Close at the point of entry from Pembroke Road.

Natalia Luszczyk, Active Travel Officer, presented the report, the purpose of which was to provide an overview of School Streets Experimental Traffic Regulation Order (ETRO) to date and summarise the feedback and learning from ETRO consultation phase.  The report also sought approval for the School Streets ETRO to be made permanent at Bramble Infant and Nursery and to make changes to St Jude's CofE Primary School.

Members' Questions

In response to Members' questions, officers clarified:

 

·       The recommendation for St Jude's was for changes to the scheme and not to make it permanent. The decision to make it permanent would come at a later date.

 

·       There was a range of behavioural change activities for parents and children within the schemes such as:

 

-       'Park & Stride' - Pembroke Road and the High Street used as a parking zone.

-       Working with year 5 & 6 on independent walking where they are dropped off at the end of a 5 minute zone and they walk the remaining five minutes.

-       Encouragement of 'buddying up' of parents to use one car instead of more than one.

 

Members' Comments

Members noted the positive impacts school streets have which should be promoted more, as it was not just about stopping people taking their cars - it was about the positive impact it has on the children and their safety.

 

DECISION

The Cabinet Member for Transport:

 

1.    Approved the Experimental Traffic Regulation Order (ETRO) for Bramble Infant School and Nursery School Street on Heyward Road permanent at the end of the 18 months period;

Purpose of Report

To present the Solent Transport Prospectus, an important sub-regional document consolidating the national, regional and local transport plans published by the four local authorities (LTAs) of the Solent Transport Partnership, Hampshire County Council, Isle of Wight Council, Portsmouth City Council, and Southampton City Council.  This prospectus presents the Solent LTAs' shared vision and approach to improvement of strategic transport infrastructure and supporting measures in the Solent region over the next two decades, up to a horizon of 2040.

 

RECOMMENDATION

It is recommended that the Cabinet Member for Transport ratifies the Solent Transport Prospectus, which was approved at Solent Transport Joint Committee on 8th October 2024.

Richard Pemberton, Transport Strategy Team Leader, presented the report, the purpose of which was to present the Solent Transport Prospectus, an important sub-regional document which consolidates the national, regional and local transport plans published by the four local authorities (LTAs) of the Solent Transport Partnership - Hampshire County Council, Isle of Wight, Portsmouth City Council and Southampton City Council.  The prospectus presented the Solent LTA's shared vision and approach to improvement of strategic transport infrastructure and supporting measures in the Solent region over the next two decades, up to a horizon of 2040.

 

Members' Questions

In response to Members' questions, officers clarified:

 

·       Hampshire County Council had submitted notice to leave Solent Transport, and a number of reasons had been outlined in their executive member report.  The reasons were primarily financially motivated, reflecting the financial difficulties the authority were in.  However, there were discussions about whether Solent Transport could continue in some form without Hampshire and many of the relationships and areas of work would continue as before.  A number of examples of this continuing work were provided.

 

·       Portsmouth were also working with other unitary local transport authorities and updates would be provided as and when available.

 

·       Improving travel choices through Gosport, Portsmouth and Hayling Island alluded to something that would be commissioned towards the end of 2030.   It would be a comprehensive review of what could be done to improve ferry links as Gosport ferry usage was declining and it made sense to try and address this to be able to reduce the amount of people driving from Gosport to Portsmouth and vice versa. It would be looking at ways to improve travel choices, giving alternatives to the car that were more attractive and a better choice for people.

 

·       National Highways are engaged in some of the rail studies, particularly Solent Rail connectivity and they are also engaged in the Solent Transport Strategy Working Group.

 

 

DECISION

The Cabinet Member for Transport ratified the Solent Transport Prospectus, which had been approved at Solent Transport Joint Committee on 8th October 2024.

Purpose of Report

This report seeks ratification of Solent Transport Business Plan for 2024 - 2025 (Appendix A) which was approved at Solent Transport Joint Committee on 8th October 2024.

 

RECOMMENDATION

It is recommended that the Cabinet Member for Transport ratifies the Solent Transport Business Plan as approved at the Solent Transport Joint Committee for 2024 - 2025.
