There were no apologies for absence.

Declarations of Interest

Minutes:

Councillor Brian Madgwick made a declaration in relation to agenda item 4, TRO PO48-24, Seafield Road & Tennyson Road Disabled Persons Parking Places.  He declared that his son Councillor George Madgwick owned the property at Tennyson Road and that Councillor Raymond Dent, Portsmouth Independent Party lived in the property.   The Chair did not consider this an interest which would preclude Councillor Brian Madgwick from taking part in the discussion as he was not the decision maker.

 

The Chair changed the running order with Agenda item 7 - 'PHVs in Bus Lanes' being heard first and agenda item 6 - 'Active Pompey Neighbourhoods' second. But for ease of reference the minutes will remain in the order as presented on the agenda.

 

The meeting was adjourned for 10 minutes, following agenda item 7 at 17:29 and reconvened at 17:46.

Purpose of Report

This report seeks a formal decision from the Cabinet Member for Transport to proceed with the proposed raised tables on Sussex Road and Middlesex Road junctions, adjacent to Eastney Road, Milton.

 

RECOMMENDATIONS

It is recommended that the Cabinet Member for Transport;

 

1.    Approves the proposed raised tables on Sussex Road and Middlesex Road;

 

2.    Notes the consultation and engagement undertaken within the wider community as part of the District Local Town Centre (DLTC) programme.

Abi Kelly, Principal Project Manager, presented the report, the purpose of which was to seek a formal decision from the Cabinet Member for Transport to proceed with the proposed raised tables on Sussex Road and Middlesex Road junctions, adjacent to Eastney Road, Milton.

 

Members' questions

In response to Members' questions, officers clarified:

 

·         Clarification of the criteria for approving raised tables would be provided to Members following the meeting.

 

·         The use of 'Signed' Zebra crossings would be considered by officers.

Members were in support of the proposal.

 

DECISION

The Cabinet Member for Transport:

1.    Approved the proposed raised tables on Sussex Road and Middlesex Road;

 

2.    Noted the consultation and engagement undertaken within the wider community as part of the District Local Town Centre programme.

TRO PO48-24 Seafield Road & Tennyson Road - Disabled Persons Parking Places pdf icon PDF 625 KB

Purpose of Report

To consider the public response to the proposed disabled bays in Seafield Road and Tennyson Road, Portsmouth.

 

RECOMMENDATIONS

In relation to the proposal promoted under TRO Ref PO48-24, it is recommended that the Cabinet Member for Transport:

 

1.    Approves the implementation of Disabled Person's Parking Bays in Seafield Road (length of bay reduced to 5.5 metres) & Tennyson Road; and

 

2.    Notes that the remainder of TRO Ref PO48-24 will come into operation as a Part A TRO with the exception of Cheltenham Road & Haslemere Road.  Therefore, any proposals approved following this report will be brought into operation as a Part B TRO Ref PO48-24

Minutes:

Denise Bastow, Parking Office Manager, presented the report, the purpose of which was to consider the public response to the proposed disabled bays in Seafield Road and Tennyson Road.

 

There were no questions or comments from Members.

 

DECISION

The Cabinet Member for Transport:

1.    Approved the implementation of Disabled Person's Parking Bays in Seafield Road (length of by reduced to 5.5 metres) & Tennyson Road;

 

2.    Noted that the remainder of TRO Ref PO48-24 would come into operation as a Part A TRO with the exception of Cheltenham Road & Haslemere Road.  Therefore, the proposals approved in this report would be brought into operation as a Part B TRO Ref PO48-24.

TRO PO33-24 - Waiting Restrictions for Bowler Avenue pdf icon PDF 445 KB

Purpose of Report

To consider the public response to the proposed "No Waiting at any Time" restrictions on Bowler Avenue outside the new redevelopment (former Kingston Prison site).

 

RECOMMENDATIONS

It is recommended that the Cabinet Member for Transport approves the implementation of "No Waiting at Any Time" restrictions on Bowler Avenue as advertised in TRO PO33-24.

Aleksandra Malvern, Operational Transport Planner, presented the report, the purpose of which was to consider the public response to the proposed "No Waiting at Any Time" restrictions on Bowler Avenue outside the new redevelopment (former Kingston Prison site).

Active Pompey Neighbourhoods (APN) pdf icon PDF 229 KB

Purpose of Report

The purpose of this report is to provide an overview of the Active Pompey Neighbourhoods (APN) Experimental Traffic Regulation Order (ETRO) to date and summarise the feedback and learning from the APN Project ETRO consultation phase.

 

To seek approval for the APN ETRO to be made permanent at Bramble and Talbot Roads, Southsea.

 

RECOMMENDATIONS

It is recommended that the Cabinet Member for Transport:

 

1.    Approves to proceed with the implementation of making the APN ETRO permanent at Bramble and Talbot Road;

 

2.    Approves to proceed with the implementation of upgrading the current raised planters to ground level rain gardens on Bramble and Talbot Road.

Natalia Luszczyk, Active Travel Officer, presented the report, the purpose of which was to provide an overview of the Active Pompey Neighbourhoods Experimental Traffic Regulation Order (ETRO) to date and summarise the feedback and learning from the APN Project ETRO consultation.  The report was also to seek approval for the APN ETRO to be made permanent at Bramble and Talbot Roads, Southsea.

Members were fully supportive of the scheme considering it a good 'bottom up' design and a good learning experience for future schemes.

Purpose of Report

The purpose of this report is to provide an update and next steps on the Private Hire Vehicles (PHVs) in bus lane trial following the undertaking of Road Safety Audits (RSAs) and casualty data analysis on 11 additional bus lanes.

 

RECOMMENDATION

It is recommended that the Cabinet Member for Transport does not approve extending authorisation for Private Hire Vehicles (PHVs) licenced by Portsmouth City Council to use additional bus lanes at this time.

Members' questions

In response to Members' questions, officers clarified:

 

·         The reason the accident statistics were from four years before the trial started was because, when looking at potential highway works/interventions, best practice is to look at 3 - 5 years of road safety data which establishes the baseline before making any potential changes.

 

·         Paragraph 8.4 of the report alluded to the fact there was no funding identified currently but were funding to be identified schemes that met the strategic objectives set out in the Transport strategy and implementation plan would be considered first.

 

·         Paragraph 8.5 was Department for Transport guidance which the service was bound to pay heed to on all matters relating to the highway. Trying to measure how many people have been deterred from doing something was very difficult to measure but the point raised regarding more vehicles travelling at different speeds in a cycle or bus lane may potentially be a deterrent to use for certain people was not an untrue statement.

 

·         Paragraph 8.6 regarding potential to cause confusion amongst road users was a question that also came up at the external review panel.  The reasoning was that, with 5 bus lanes it was easy for road users to know, after a good communication strategy, who could and could not use them.  It becomes more difficult to communicate this when there were a number more across the city.  The communication was not insurmountable but was worth bearing in mind.

 

·          The total costs for the potential extension were £300k which included £181k for the camera enforcement.   The original approved budget for the trial was £110k with an additional £56k.  These amounts were drawn on to estimate what the costs would be for a further trial on the extension to the remaining 11 lanes.

 

·         It was unclear whether the bus companies attended the most recent External Review Panel Stakeholder group meeting, but they had been engaged in discussions and provided their perspective on the issue of PHVs in bus lanes.

 

·         In relation to 'near misses' at paragraph 5.3, it was clarified the four near misses were included to tell the full story and to show they were investigated thoroughly rather than take them as given.
