Strengthened Biodiversity Duty Purpose. This report provides a brief on the Strengthened Biodiversity Duty for public authorities in England.
RECOMMENDED that the Cabinet Member for Climate Change & Greening the City note the report. Additional documents: Minutes: Felicity Harris, Green & Healthy City Coordinator introduced the report and in response to questions explained that:
The scrutiny report on reducing the use of pesticides had proved useful when she was preparing the briefing.
The strengthened duty gives the council the opportunity to better consider the coordination across all functions.
Forest Research and other external stakeholders will be involved in the I-tree Echo survey.
Councillor Barrett made the following comments: She asked that the full title of the Charles Dickens Community Group be inserted in section 1.4 of the first consideration of the enhanced biodiversity duty document.
The team is very good at securing external funding and that it is important to continue to submit bids so that the council can do all the projects it wants to do. She will inform colleagues with the outcome of the latest bid for funding to increase planting opportunities as soon as it is known.
The work has been carried out across many departments, including the planning service as it also a significant part of the Local Plan.
DECISION The Cabinet Member noted the report.

Portsmouth Business Decarbonisation Purpose To provide a summary of a new Portsmouth City Council initiative to support our supply chain and local businesses to decarbonise.
RECOMMENDED that the Cabinet Member for Climate Change & Greening the City note the report.
Minutes: Kristina Downey, Principal Strategy Advisor for Climate Change introduced the report and in response to a question, explained that this had been funded by the UK Shared Prosperity Fund. It is currently the second of three years' funding cycle.
Councillor Gerada was pleased with this initiative and particularly the approach set out in section 3.8 of the report.
Councillor Brent was also pleased with this support for local businesses.
Councillor Barrett stated that she was pleased that the council could reach out further and support small, local businesses.

Annual Revision of the Climate Change Strategy Purpose To provide a summary of changes to the existing Climate Change Strategy.
RECOMMENDED that the Cabinet Member for Climate Change & Greening the City note the report. Additional documents: Minutes: Kristina Downey, Principal Strategy Advisor for Climate Change introduced the report.
Councillor Kimberley Barrett stated that she was pleased that Natalie Brahma-Pearl, the new Chief Executive has written the foreword and is very keen for the council to do everything it can.
