Apologies for absence

Minutes:

Apologies for absence had been received from the Cabinet Member for Planning Policy & City Development, Councillor Lee Hunt, and Councillor Judith Smyth, Labour Group opposition spokesperson.

 

In the absence of the cabinet member, the Leader of the Council had delegated the decision making powers for the Planning Policy & City Development Portfolio to Councillor Matthew Winnington, Cabinet Member for Health, Wellbeing & Social Care for the duration of the meeting.

 

Councillor Matthew Winnington was in attendance to Chair the meeting.

Neighbourhood CIL spending in Milton Neighbourhood Area pdf icon PDF 3 MB

Purpose

 

The purpose of this report is seek approval for an amendment to the procedure for spending the neighbourhood portion of Community Infrastructure Levy (CIL) to reflect the adoption of the Milton Neighbourhood Plan (MNP) within the relevant area of Portsmouth.

 

Recommendations

 

That the updated Draft CIL Neighbourhood Portion Spend Guidance Note (appendix 1) be adopted and applied by Portsmouth City Council.

After an introduction by the Assistant Director for Planning & Economic Growth, the Cabinet Member for Health, Wellbeing & Social Care invited comments prior to making the decision.

 

In response to a question from the opposition spokesperson, the Assistant Director for Planning & Economic Growth confirmed that the 25% Neighbourhood CIL portion was enshrined in legislation where a Neighbourhood Plan existed.  He explained that there were a number of useful websites providing information on the Neighbourhood Plan process and would ask colleagues in planning policy to circulate these links to all members.

 

Councillor Matthew Winnington, Cabinet Member for Health, Wellbeing & Social Care, acting under authority delegated to him by the Leader to make decisions in respect of the Planning Policy & City Development Portfolio at this meeting:

 

RESOLVED that the updated Draft CIL Neighbourhood Portion Spend Guidance Note (Appendix 1) be adopted and applied by Portsmouth City Council.
