Purpose

To summarise the key outputs and messages from the Adult Social Care Conference held in December 2018.

Recommendation:

That the Cabinet Member note the report.

A short film of the conference was shown at the start of the item.

Andy Biddle, Assistant Director for Adult Services introduced the report and in response to questions from Councillor Winnington, he and Innes Richens, Chief of Health & Care, Portsmouth clarified the following points:

Great strides had been made in developing a shared culture and bringing both Adult Social Care and NHS staff together.

System 1 had just been launched for Adult Social Care; it is an IT system that is shared by health partners.

Councillor George Fielding observed that it is encouraging that the learning from the event is being used to help focus on key areas.

Councillor Matthew Winnington requested that his thanks be passed on to all the staff involved in organising this conference and to Councillors Smyth and Stubbs for attending and contributing.  He noted the importance of listening to the feedback from the workforce, including key workers.

Purpose

To provide the Cabinet Member with an update on the winter pressure funding for 2018/19.

Recommendation:

That the Cabinet Member note the report.

Andy Biddle, Assistant Director Adult Services introduced the report and in response to questions from Councillor Winnington explained that:

Medically fit for discharge (MFFD) are patients who no longer need acute care in hospital and are waiting to leave.

(Councillor Luke Stubbs joined the meeting).

There has been a downward trend in MFFDs for both Portsmouth and Hampshire.

Discussions have started between Portsmouth City Council and NHS partners in Portsmouth and South East Hampshire to identify the elements of funding over the winter period that could be maintained.
