Purpose of report

This report is an expression of the council’s commitment to its health and safety role and responsibilities to develop a Health and Safety Delivery Team.  It sets out the manner in which health & safety inspections, initiatives and activities have been designed to meet the requirements of the National Local Authority Enforcement Code, issued by the Health and Safety Executive (HSE), under Section 18 of the Health and Safety at Work etc.  Act 1974 (HSW Act).

 

The HSE require a Health and Safety Intervention Plan to be submitted annually for elected member approval to ensure local transparency and accountability.  The 2016 / 2017 plan is attached as Appendix 1.

 

RECOMMENDED that that the Cabinet Member for Environment & Community Safety approves the manner in which Regulatory Services delivers its health and safety responsibilities in 2016 / 2017 as set out in Appendix 1.

Richard Lee, Regulatory Services Manager introduced the report and in response to questions, explained that there is a prescribed remit regarding when industry must report incidents to the Health & Safety Executive which then informs the local authority.

 

Councillor New thanked officers for the important work that they do to ensure safety of the public.

Household Waste Recycling Centre Service Efficiencies Implementation pdf icon PDF 117 KB

Purpose.

To inform the Cabinet Member for Environment & Community Safety of Hampshire County Council's (HCC) intention to delay the previously agreed reduction in opening hours and introduction of a full day closure from an effective date of 01 January 2017 to a revised implementation date of 01 October 2017.

 

RECOMMENDED that the Cabinet Member for Environment & Community Safety approves the implementation of the recommendations set out below:

·         In line the Hampshire wide network of Household Waste and Recycling Centres (HWRC)s, P.C.C. implement a reduction in opening hours at the Port Solent site of 2 hours per day, with revised opening of 11am - 6pm in the Summer and 11am - 4pm in the Winter, commencing 1 October 2017.

·         In line with the Hampshire wide network of HWRCs, close our Port Solent site on a Thursday each week, commencing 1 October 2017.

Colette Hill, Assistant Director of Property and Housing (Environment) introduced the report.

 

Councillor Lee Hunt made a deputation in which he expressed concern that the fees and reduced opening hours has led to an increase in fly-tipping.  He circulated a photograph showing a pile of rubbish that had been dumped in Southsea.

 

In response to questions from opposition spokespersons, Colette Hill explained that:

·         Approximately 30% of the site's users are from households outside the PO1 -6 area.  Equally, many of our residents use sites outside of the city.

·         Hampshire City Council will revisit what other options are available. 

·         There has been a reduction in fly tipping since the introduction of charging for some waste at the Household Waste Recycling Centre (HWRC).  Full details will be attached as an appendix to these minutes.

·         Information about what waste incurs charges will continue to be disseminated and prosecutions will be publicised.

 

Councillor Dave Ashmore said that he was pleased that the implementation of the reduction of opening hours and the introduction of a full day of closure had been postponed and that the council would be reimbursed for the share of saving that would have been realised.

 

In response to a question from Councillor Stephen Morgan, Councillor Rob New explained that the government has queried the legality of the local authorities charging for some waste that it now classes as domestic waste rather than DIY waste.

 

Councillor Morgan expressed concern regarding fly tipping and thanked officers for dealing with it so efficiently.

 

Councillor New commented that the misrepresentation in the media about what items are incurred has led to residents' confusion.  He also noted that he could not permit unknowable costs to the council and he had agreed with the decision in 2012 to close the HWRC made by the previous administration.  The situation will continue to be monitored.

 

DECISION

The data compares numbers of fly tip incidents and tonnage (collected kerbside and at the HWRC) from October 2015 to October 2016.  Please note this is only one month's worth of data and I will continue to monitor over the coming months.
