TRO 42/2020 - Proposed MH Westfield Road Area Residents' Parking Zone pdf icon PDF 2 MB

Purpose

To consider the public response to the proposed MH Westfield Road area residents' parking zone, in the context of the wider Programme of Consultation on Residents' Parking.

 

RECOMMENDED that the Cabinet Member approves

 

1.               That the MH Westfield Road area parking zone proposed under TRO 42/2020 is implemented as advertised;

 

2.               That, should the recommendation above be approved, an extension to the MH parking zone is subsequently proposed to cover the roads to the east which responded positively to the MJ informal survey, namely:

 

(i)           Bransbury Road (Eastney Road to Minstead Road)

(ii)          Fordingbridge Road

(iii)        Henderson Road (Eastney Road to Lidiard Gardens)

(iv)        Lidiard Gardens

(v)          Minstead Road

(vi)        Ringwood Road

    

3.         That the following clarifications are confirmed and noted:

 

(i)           Residents of Devonshire Avenue would continue to be able to park on either side of their road, as enabled by signage, despite each side being allocated to a different zone.  Parking bays are included in the proposed MI parking zone, as the MH proposals could not make reference to a parking zone that had not yet been proposed;

 

(ii)          Pedam Close is a private road and these proposals do not affect that status.  Properties would be eligible to apply for MH permits should they wish to use the adjacent public roads for parking.

Kevin McKee, Parking Team Manager, introduced the report. He read out deputations in favour of the recommendations from Steve Braley and Sian McCune, and against from Simon McNab and Sarah Couch.

 

Councillor Gerald Vernon-Jackson gave a deputation in favour of the recommendations. He thanked officers for their work on the MH and MI Zones. He apologised on behalf of ward councillors that reminders to residents to respond to the proposed MI RPZ were not distributed because of lockdown so the number of respondents is reduced.

Nikki Musson, Senior Transport Planner, responded to points made in the deputations.

 

When the ME RPZ was introduced there were no parking bays in Winter Road but all properties could apply for ME RPZ permits as an interim measure. Residents on the east side of Winter Road can use the bays proposed under the MH RPZ and side roads; those on the west side can use the bays under the ME RPZ.

 

Whereas Devonshire Avenue has parking on both sides Winter Road is very restricted with many double yellow lines. However, adjustments have been made in Winter Road so single yellow lines allowing parking in the evenings are unchanged and there are bays allowing limited waiting that can be used after 6 pm. If the east side was in the ME RPZ residents on that side would not be able to use it. If residents have double yellow lines opposite and parking outside their houses they want to use it.

 

The proposed RPZ was well-publicised with notices sent to all properties and was publicised on the website. The report responds to objections and tries to meet preferences but it is very difficult to accommodate all preferences. For example, some comments said 6 pm was too late to start but 41% respondents wanted a zone to deal with evening and overnight parking. The proposed times means vehicles not entitled to be parked in the zone cannot be left for weeks and months at a time, thereby releasing space for residents' vehicles.

 

When the ME RPZ was introduced there were a lot of complaints about displacement parking in the proposed MH zone, which the MH zone will help resolve. The two-hour time limit definitely acts as a deterrent.

 

If the MH RPZ is approved it is proposed to extend it to parts of the MJ RPZ which requires a formal consultation via a TRO (Traffic Regulation Order).

 

Information on the cost and estimated income are included in the Finance comments (section 9). Income gained from parking permits has to be ring-fenced for specific transport related purposes, for example, environmental improvements or public transport.

Purpose

To consider the public response to the proposed MI Middlesex Road area residents' parking zone, in the context of the wider Programme of Consultation on Residents' Parking.

 

RECOMMENDED that the Cabinet Member approves

 

1.         That the MI Middlesex Road area parking zone proposed under TRO 17/2020 is implemented as advertised;   

 

2.         That appropriate parking restrictions are proposed for the north side of Goldsmith Avenue, outside of the MI zone boundary, to address specific issues should they arise;

 

3.         That the following confirmation is noted:

 

            Under this proposal (TRO 17/2020), residents of Devonshire Avenue would continue to be able to park on either side of their road, as enabled by signage, despite each side being allocated to a different zone to the north and south.

Nikki Musson, Senior Transport Planner, responded to points made in the deputations, many of which are the same as for the proposed MH RPZ.

 

Although residents cannot choose their zone (vehicles are registered to addresses) Devonshire Avenue residents, where the majority of parking is on-street, can park on either side of it in the shared bays but not in either zone.

 

In response to questions from members, officers explained that

 

There is so little parking in Winter Road that if there are any shared bays residents who have them outside their houses might object to so many others having access to them.

 

Residents sometimes object to aspects of a proposed zone, not the principle of a zone. When the ME zone was introduced there were many complaints due to displaced parking. Surveys are not a vote but a chance to give views which inform recommendations. Where residents are in favour of a zone in principle but object to the proposed timings it is considered as an objection. Officers acknowledged it would be helpful if results of consultations gave a breakdown of this information. As with the MH zone, it is not possible to accommodate all preferences. However, timings can be adjusted after zones have been implemented.

 

Councillor Bosher felt the approach to RPZs was too piecemeal and black and white. He mentioned a response from a resident who may not have been in favour of a zone but now felt forced to agree to it. The decision should be taken on the terms of what is proposed in the TRO, not an informal survey. Where results of a consultation are very close, as in this case, it could be argued that the RPZ should not be implemented. Officers said the survey informs the TRO which forms the basis of a decision.

 

Councillor Stagg confirmed that decisions are always made in line with the majority response in formal consultations, even if it is a majority of one. Zones can be reviewed later if there are problems.

 

Councillor Stagg said ideally there would be no parking zones but the underlying problem is that there are too many vehicles. The zone can be reviewed after a year. She agreed to remove the words "should they arise" from recommendation no.2 to take into account work being done on the neighbouring GB zone.

Minutes:

Councillor Stagg agreed to consider this item before agenda item no.5 so that Councillor Horton could make a deputation but for ease of reference the minutes will be kept in the original order.

 

Michelle Love, Safer Travel Manager, introduced the report.

 

Councillor Stagg read out deputations from Lucy Whitehead and Charlotte Gerada in favour of the recommendations.

 

Councillor Suzy Horton gave a deputation in favour of the recommendations. Councillor Steve Pitt had also wanted to make a deputation but had had to leave the meeting for another commitment. However, Councillor Horton said his views were included in her deputation.

 

Councillor Heaney noted that with the strong bollards in place Rainbow Nursery can reassure their insurers. It was good to see the matter acted on so quickly.

 

Councillor Bosher said there had been four accidents, at least two of them serious, in the last year near a day nursery at the junction of Tregaron Avenue, Mansfield Avenue and Dysart Avenue. The junction is near Court Lane Infant and Junior Schools. Officers said that now budgets have been announced (having been delayed to Covid-19) work can take place on road safety at priority sites. Further investigations will take place into Tregaron Avenue in the New Year and Councillor Bosher will be kept informed of progress.
