Purpose

1.    To highlight the opportunities from developing a car club in Portsmouth, following approval of the capital costs in the Air Quality Improvements, Capital Programme.

 

2.    To seek approval to further develop and procure a car club for Portsmouth, for proposed launch in early 2021.

 

RECOMMENDED that the Cabinet Member

 

1.    Notes the contents of this report;

 

2.    Approves the development of a car club for Portsmouth, including further research and market testing followed by the undertaking of a procurement process to establish a car club provider.

Purpose

To highlight the Draft Portsmouth Local Cycling and Walking Infrastructure Plan (LCWIP) as part of the consultation process, and to seek approval for external consultation to be undertaken.

 

RECOMMENDED that the Cabinet Member

 

1.    Notes the LCWIP process has been undertaken to date in developing the draft Local Cycling and Walking Infrastructure Plan;

 

2.    Approves the draft Local Cycling and Walking Infrastructure Plan (LCWIP) for public consultation in appendices A, B and C;

 

3.    Approves the draft summary of the LCWIP for public consultation in appendix D;

 

4.    Approves a six week public consultation to be carried out in summer/autumn 2020;

 

5.    Notes that an updated final version Local Cycling and Walking Infrastructure Plan will be brought back to the Cabinet Member for Traffic and Transportation for adoption alongside the results of consultation in the autumn.

TRO 16/2020 - Shelford Road and Eastney Road pdf icon PDF 1 MB

Purpose

To consider the 8 objections to 2 proposals within TRO 16/2020 relating to parking restrictions, and to decide whether to implement the proposals.  When objections are received to proposed traffic regulation orders (TROs), a decision by the Traffic & Transportation Cabinet Member is required to be made at a public meeting.

 

RECOMMENDED that the Cabinet Member approves

 

1.    The proposed extension of the single yellow line outside Meon Infant School is extended by 10 metres instead of 16 metres, retaining an unrestricted parking space for 1 vehicle opposite No 44.

 

2.    That the proposed change from double yellow lines (35m) to single yellow line to allow off-peak parking proposed in Eastney Road (A288) is not implemented due to road safety concerns and increased bus services.

 

3.    That the remaining 12 proposals under TRO 16/2020 are implemented as advertised.

MD Kings area residents' parking zone - results of feedback survey pdf icon PDF 138 KB

Purpose

To consider the response to the feedback survey on the MD Kings area residents' parking zone, which was introduced in September 2019.

 

RECOMMENDED that the Cabinet Member approves

 

1.    That the MD Kings area parking zone remains in operation 4.30pm-6.30pm;

 

2.    That formal consultation takes place on extending the permit eligibility of the adjacent KD zone to all properties on the west side of Grove Road South;

 

3.    That the parking bays proposed under TRO 15/2019 within the MD zone for Richmond Road, Grove Road South, Waverley Road, Lowcay Road and Shirley Road, on which a decision was deferred in July 2019, are deleted and not implemented under that traffic order.

 

4.    That a report is brought to the Cabinet Member for Traffic & Transportation on shared ("fuzzy") boundaries within parking zones, outlining the options available for permit holders.

Forward Plan Omission - Portsmouth City Council Permit Scheme (Streetworks and Roadwords Purposes)

 

The Permit Scheme report by the Highways PFI Manager, was omitted from the Forward Plan covering July 2020 published on 29 June 2020. The Chair of the City Council's Scrutiny Management Panel has been notified and a public notice published.

 

RECOMMENDED that

 

(1) the omission to the Forward Plan for 29 June to 14 September 2020 be noted;

 

(2) that publication of the omission notice be noted.

Purpose

To seek approval to implement a permit Scheme for "streetworks "and "roadworks" on the highway in replacement of the current "notice" system, to commence 17 August 2020.

 

RECOMMENDED that the Cabinet Member

 

1.    approves the Portsmouth City Council Permit Scheme 2020 ("the Scheme") attached at Appendix 1

 

2.    approves the Portsmouth City Council Permit Scheme 2020 Fee Schedule attached at Appendix 2, which includes the provision for lower or discounted fees in certain circumstances as set out in Section 16 of the Scheme to incentivise collaborative working to reduce the disruption to the network

 

3.    gives delegated authority to the Director with responsibility for Transport in consultation with the S.151 Officer to amend the Fee Schedule and Rate of Discount following each annual review in line with inflation, or otherwise, to ensure that it remains cost neutral

 

4.    approves the Legal Order required to bring the Scheme into effect attached at Appendix 4 and published for the required 28 days prior to the Scheme implementation date.
