The report by the Director of Regeneration provides a progress review of the off-street electric vehicle chargepoint trial.

 

RECOMMENDED that the Cabinet member for Traffic & Transportation approves:

 

(1)       Progress of the off-street electric chargepoint trial is noted;

 

(2)       The off-street electric chargepoint trial is extended for an additional year in its current form ending on 29 January 2021.

Minutes:

Hayley Chivers, Acting Transport Planning Manager, presented the Director of Regeneration's report, which gave the results of the pilot project based on 3 locations.  She reported that this project was being delivered alongside an on-street scheme for which further funding was available to bid for future expansion.  The recommendation was to extend the pilot for another year, with data continuing to be monitored.  There would continue to be subsidising by the council to attract users in the third year.

 

Councillor Stagg referred to receipt of a written deputation from Mr Dobson on behalf of Friends of Old Portsmouth Association (FOOPA), which although generally supportive of the scheme did ask for some clarification on matters, which would be responded to by Ms Chivers, partly at the meeting and with a follow up written response.

 

Hayley Chivers reported that there would be a further update report and the need for a Traffic Regulation Order for the roll-out of more chargepoints in on-street locations.  Usage of on-street chargepoints was mainly by residents overnight.  The specific chargepoint in Old Portsmouth High Street had been requested by a resident, but was also accessible by visitors (who could locate it through the associated App).  She also confirmed that this bay was fully marked.  The hyperlink to data was provided in the list of background documents at the end of the report. Ms Chivers would provide more historical and comparison data to Mr Dobson/

 

Councillor Heaney, Labour Spokesperson, asked what would happen to the charging points at the end of the trial and whose responsibility they would be?  Ms Chivers responded that part of the evaluation would be to look at the results before deciding the wider rollout and that there would be an associated procurement process developed.  Councillor Heaney asked that locations for chargepoints be considered in the North of the city in the future, with the current off-street provision being in the South.

 

Councillor Stagg, as Cabinet Member for Traffic & Transportation, envisaged a greater demand in the future, so it would be unlikely that the existing chargepoints would need to be removed at the end of the trial period, but there would be another report back on the success of year 2. She was also keen to encourage more provision at supermarkets and work was taking place with the taxi and private hire car trade.  She welcomed the report.
