Residents' Parking Programme of Consultation - Reprioritisation pdf icon PDF 238 KB

The purpose of the report by the Director of Regeneration is to establish the priorities of the Residents' Parking Programme, as per paragraph 4.6 of the Residents' Parking Programme of Consultation approved on 31 July 2018.

 

RECOMMENDED

(1)       the progress made since approval of the Residents' Parking Programme of Consultation on 31 July 2018, and described in paragraphs 4.4,  is noted;

 

(2)       the Residents' Parking Programme of Consultation is divided into 3 workstreams and prioritised as described in paragraph 6;

 

(3)       workstreams 1 and 2 are progressed as set out in Table 2 and described in paragraphs 6.2 to 6.6, and that workstream 3  is initially progressed using consultants as set out in Table 3 and described in paragraphs 6.7 to 6.10, and;

 

(4)       when either workstream 1 or 2 is complete the next area to be actioned will be determined in accordance with Table 4.

The Cabinet Member for Traffic & Transportation agreed that :

Minutes:

Kevin McKee, Parking Manager, introduced the report, stressing that this was seeking to go out to consultation and was not seeking implementation of particular zones at this point.  The plan appended to the report sets out potential areas for new Residents' Parking Zones (RPZs).

i)             Councillor Scott Payter-Harris spoke raising concerns of the impact on northern zones in the city, such as Hilsea, and did not believe there is public support for the 'H' zones.

ii)            Councillor Luke Stubbs made comments, as whilst this could benefit Eastney and Craneswater ward (due to displacement parking) he was concerned about the impact on businesses and tourism.

iii)           Councillor Rob New spoke about the impact on Copnor ward and the impact of limiting to 2 cars for families; he favoured a city-wide referendum.

iv)           Councillor Darren Sanders commented on this report following on from the cross party TECS Scrutiny panel report and welcomed the public exhibitions and the report was precautionary for where there may be cases of displacement.

v)            Councillor Terry Norton felt that the project is under-resourced so residents are waiting for implementation of schemes.

 

Councillor Stagg responded to the points raised, including that consultation only took place where there are requests.  She had also received written deputations.  Kevin McKee responded that staffing had been increased to progress the 3 workstreams (and additional Transport Planner for 4 days a week and 2 technical officers to give support, but it was hard to recruit to this specialist field).

 

Councillor Bosher, Conservative Spokesperson, asked about the HC survey results and it was confirmed that these had been published on the PCC website and residents had been updated, an exhibition and informal survey had been undertaken and there would be further consultation.  It was confirmed that Copnor was on the programme for consultation. In response to a question from Councillor Bosher Kevin McKee reported that in 4 or 5 zones there are more permits issued than parking spaces, and how this can be controlled is being investigated, and this was one of the reasons for holding public exhibitions in the HC area.  Nikki Musson clarified that an informal survey is used to identify if there is a parking problem and if there is, this is verified by officers.

 

Councillor Stagg reported that the new exhibitions were intended to ensure better consultation.  Councillor Bosher queried the cost of using consultants and asked about how the workstreams would be undertaken and the time if would take; the costs were not yet known West Southsea (KC zone) was next on the programme of the existing zones to be reviewed by consultants, with other areas listed for review commencing once the resources were available. The purpose of the report by the Director of Regeneration is to recommend ways of improving the residents' parking scheme to

·         encourage  the use of cars with lower emissions

·         encourage car sharing

·         reduce the potential impact of student halls of residence on parking in the local area

·         make it easier for residents living  near Residents Parking Zone (RPZ) boundaries to find parking and to reduce displacement

 

RECOMMENDED

(1)  That the following variations to the Portsmouth City Council (Various Roads) Residents Parking Places) (No. 9) Consolidation Order 2016 are advertised and any objections considered at a future Traffic and Transport Decision meeting:

 

      (i)         The procedure for issuing permits is changed to allow car sharing between people living in different zones by allowing the same vehicle to be issued with permits for two zones as described in paragraphs 4.3 to 4.5

 

      (ii)        The eligibility for permits is changed to exclude student halls of residence as described in paragraphs 4.6 to 4.10.

 

(2)  That the following variations to the charge for the issue of parking permits be advertised under the statutory notice procedure:  

 

      (i)         The charges for residents permits are changed, as described in paragraph 4.11 to 4.16, so the first permit for a household will be free if the vehicle is powered solely by electricity and that the charge for a first permit is reduced by 50% to £15 if the vehicle emits less than 100g of CO2 per Km provided (a) it is not powered by a diesel internal combustion engine and (b) that it was registered after 1 March 2001.

 

      (ii)        The cost of a third resident's permit to be reduced from £590 to £300 as described in paragraphs 4.17 and 4.18.

Minutes:

Kevin McKee, Parking Manager, presented the report which had been revised since from an earlier meeting.  The report sought to make improvements and encourage car sharing, deal with the issue on student halls, encourage electric car use through reduced charges, as well as reduce the price of the third permit to reduce displacement.  The report also set out proposals for overlapping "fuzzy" boundaries.

 

Deputations are not minuted in full but can be viewed in the webcast.  These were made by:

 

i)             Laura Trowem - supporting the introduction of car permits and encouraging funding to be made available for cycling infrastructure.

ii)            Jerry Brown - also encouraging cycling but also suggesting that permits be made available for residents to have visiting workmen.

iii)           Councillor Luke Stubbs - felt that the report was going in the right direction regarding the introduction of overlapping zones, but he also favoured splitting into smaller residents' parking zones and also raised the possibility of shorter restriction timings and the need to consider the nature of each area before rationing permits.

 

Kevin McKee responded to points raised and explained that the hours of control depended on the area e.g. by the hospital or station.  The ratio of permits to spaces needed to be carefully considered (elsewhere at Brighton a 110% capacity was calculated) and the count did not include visitor or business permits. 

 

In response to a question by Councillor Heaney, Nikki Musson clarified that the dual boundaries were considered on a case by case basis rather than have a blanket policy.  Councillor Heaney was concerned that a limit to permits could penalise those who owned cars for a number of years.  Councillor Stagg responded that RPZs were not a city-wide policy but were looked at in response to requests from residents who were experiencing parking problems.

 

Councillor Bosher welcomed the amendments to the previous report and asked about the implementation of the free electric vehicle permit when applications were made for more than 1 car from a household.  His view was that there may be confusion on the "fuzzy boundaries" if there is not a wider strategy.

 

Councillor Stagg stressed that the policy for permits was evolving and she thanked the Parking officers for their hard work on this issue.
