Councillor Lynne Stagg declared that she lived in the area of the HC Residents Parking Zone in Baffins ward, within the report on the Residents' Parking Programme. Legal advice was sought from the City Solicitor, as detailed in the separate minute.

Purpose: the report by the Director of Regeneration is to consider the response to changing the layout of the Pay & Display parking bay in Station Street in front of the new development at 8 Surrey Street, as per Planning condition 19 (c) of the Planning Permission granted under ref: 16/00142/FUL.

RECOMMENDED that the proposal under TRO 130/2017 is approved, changing the existing parallel parking to echelon (angled) parking within the realigned carriageway - as per Planning condition 19(c) of the Planning Permission granted under ref: 16/00142/FUL.

Paul Darlow, presented the report which sought to monitor the use of the 6 echelon spaces which would be marshalled during the high activity weekends when university students are moving in and out of the nearby accommodation.

Opposition spokespersons Councillors Simon Bosher and Yahiya Chowdhury supported the proposal.

Councillor Lynne Stagg, Cabinet Member for Traffic & Transportation, asked about the marshalling arrangements, when normal parking would be suspended.   Councillor Stagg accepted the recommendations.

DECISION: The proposal under TRO 130/2017 was approved, changing the existing parallel parking to echelon (angled) parking within the realigned carriageway - as per Planning condition 19(c) of the Planning Permission granted under ref: 16/00142/FUL.

Purpose: the report by the Director of Regeneration is to provide an update on the current Residents' Parking Programme and provide a fully revised Programme as requested by the Cabinet Member on behalf of the new Council administration.

RECOMMENDED that

(1)  The progress on the previously approved Residents' Parking Programme is noted (Sept 2015 - June 2018);

(2)  The fully revised Residents' Parking Programme is confirmed and commences with consultation on each area listed in Appendix A.

Michael Lawther, as City Solicitor, attended the meeting to advise on the procedure for consideration of this item, as there was a potential conflict of interest for Councillor Lynne Stagg regarding Residents' Parking Zone HC. It was therefore suggested that the officers withdraw zone HC from the report and that it be reported on separately in the future, but that the rest of the report be treated as revised with the deletion of this reference.

Councillor Bosher disagreed with this approach as the Cabinet member would still be changing the body of the report (on which deputations were due) and taking out HC zone in which she had declared an interest, and felt that the proper procedures were not being followed so the decision would be subject to challenge.

After a brief adjournment it was announced that so members of the public were not disadvantaged there would be the need for a special meeting, to be held by a different member for the Cabinet who does not have a conflict of interest.   Councillor Stagg apologised to those who had asked to make a deputation.  This item was withdrawn from consideration at this point.

Purpose: the report by the Director of Regenertion is to consider responses to the published TRO 14/2018 in respect of a footway extension at the junction of Magdalen Road with Northern Parade and a restriction of parking provision on the southern side and an increase of parking provision on the northern side.

RECOMMENDED that the Cabinet Member for Traffic and Transportation:

(1)       approves the footway extension on the northern side of Magdalen Road junction with Northern Parade within TRO 14/2018 Section A (Appendix 1).

(2)       approves the 9m reduction of prohibition of waiting at any time (double yellow lines) in Magdalen Road on the north side opposite house No.105 within TRO 14/2018 Section B (Appendix 1).

(3)       approves the 9m of prohibition of waiting at any time (double yellow lines) in Magdalen Road on the south side outside house Nos.109 and 107 within TRO 14/2018 Section C (Appendix 1).

Pam Turton, Assistant Director of Transport, presented her report which sought to address the concerns of pedestrians.

DECISIONS the Cabinet Member for Traffic and Transportation:

(1)       approved the footway extension on the northern side of Magdalen Road junction with Northern Parade within TRO 14/2018 Section A (Appendix 1).

(2)       approved the 9m reduction of prohibition of waiting at any time (double yellow lines) in Magdalen Road on the north side opposite house No.105 within TRO 14/2018 Section B (Appendix 1).

(3) approved the 9m of prohibition of waiting at any time (double yellow lines) in Magdalen Road on the south side outside house Nos.109 and 107 within TRO 14/2018 Section C (Appendix 1).

Purpose: the report by the Director of Regeneration is to report on the Council's proposals under TRO 16/2018 and the public response to it, in relation to the JB Landport residents' parking zone.

RECOMMENDED that The 'Portsmouth City Council (JB Landport) (Residents' Parking Zone Amendments) (No.16) Order 2018' is implemented as advertised, with the following outcome:

·         the free parking period within the JB zone residents' parking bays is reduced from 2 hours to 1 hour;

·         the parking zone's 24-hour operation is reduced to 9am - 6pm

Felicity Tidbury, Transport Planning Manager, presented the report which sought to reduce the free parking time and the hours of operation of the JB residents' parking zone.

DECISION: That the 'Portsmouth City Council (JB Landport) (Residents' Parking Zone Amendments) (No.16) Order 2018' is implemented as advertised, with the following outcome:

·         the free parking period within the JB zone residents' parking bays is reduced from 2 hours to 1 hour;

·         the parking zone's 24-hour operation is reduced to 9am - 6pm

Purpose: the report by the Director of Regeneration is to consider a proposal for a two year trial of a smart city parking app to help guide drivers to vacant on street pay and display parking spaces.

RECOMMENDED that the Cabinet Member for Traffic and Transportation:

(1)       approves a trial of the AppyParking app to take place in Portsmouth subject to an acceptable commercial agreement being finalised between the supplier and the council,

(2)     delegates authority to the Director of Regeneration in consultation with the Cabinet Member for Traffic and Transportation and City Solicitor to finalise an agreement for the trial,

(3)     and should a trial proceed authorises the commencement of all necessary procedures to vary the current parking designation orders for on-street pay and display parking to allow charging per minute for those using the app subject to a minimum charge.

Kevin McKee, the Parking Manager, presented the report which outlined the terms of the 2 year free trial with the company AppyParking providing and installing the equipment (worth an estimated £300,000).  The trial period would allow the benefits to be assessed to see if there should be a continuation (after a tender process). 

Councillor Lynne Stagg, Cabinet Member, asked if the investment of £300k would have to be paid back at the end of the 2 years trial?  Kevin McKee responded that it would not need to be returned and the equipment would become the property of Portsmouth City Council (PCC). He also reported that PCC would have full access to the acquired data on parking movements from the trial which would be helpful for planning modifications to the parking network.

Councillor Bosher felt that there were questions raised by the trial which may affect short term parking and the blue badge scheme; it was reported that the system allowed a choice of payment methods (including paying by phone) but that the blue badge exemptions remained. The 2 year trial would allow assessment of current parking schemes such as the metered Seafront.

Councillor Chowdhury was concerned as not all drivers have smart-phones with them and questioned the level of investment.  Kevin McKee reported that the £300,000 represented the value of the equipment which was being provided free to the City Council (with no outlay costs for PCC). He explained the parking payment levies with the external company receiving 30p per transaction, which was similar to the current phone parking charging system.  Councillor Chowdhury questioned the benefit to the city - Mr McKee clarified that the system it alerted motorists to where there are spaces available, which is particularly useful when major events are taking place in the city.

Councillor Stagg also saw the benefits from the system to air quality with less idling of engines and driving to search for parking spaces. There was also the advantage of being able to pay by the minute not just per hour.  She asked that there be regular updates, approximately six monthly.  It was suggested that this information item come back to either the Cabinet Member for Traffic and Transportation, the Governance & Audit & Standards Committee, or the Traffic, Environment and Community Safety Scrutiny Panel as appropriate.

DECISIONS The Cabinet Member for Traffic and Transportation:

(1)       approved a trial of the AppyParking app to take place in Portsmouth subject to an acceptable commercial agreement being finalised between the supplier and the council;
