RECOMMENDED that the minutes of the EDCL Scrutiny Panel meeting held on 19 August 2019 be agreed as a correct record and signed by the Chair.

The Scrutiny Management Panel decided to prioritise the review that had the interim title "access to culture and leisure" on 18th September.   The draft scoping document has an expanded title for to reflect the aims of the review "engagement with culture and leisure - widening social participation in Portsmouth".  The panel is asked to agree the new title and the draft scoping document; the scoping document can be revised during the review and more witnesses added as the review progresses.

RECOMMENDED

(1)       That the title of the review be agreed as 'Engagement with Culture and Leisure - widening social participation in Portsmouth'

(2)       That the draft scoping document be approved for this review.

The first officer witnesses at this meeting will be Stephen Baily, Director of Culture, Leisure & Regulatory Services, Claire Looney, Partnership and Commissioning Manager and James Daly, Cultural Development and Projects Officer.

Plus external witness Adrienne Pye, Senior Consultant, from the Audience Agency who will give an overview of the demographic issues associated with this review.
