Minutes of Previous Meeting - 25 June 2013

A copy of the minutes of the Economic Development, Culture & Leisure Scrutiny Panel meeting held on 25 June 2013 is attached.

 

RECOMMENDED that the minutes of the Economic Development, Culture & Leisure Scrutiny Panel meeting held on 25 June 2013 be confirmed as a correct record of the meeting.

New Topic for the Economic Development, Culture & Leisure (EDCL) Scrutiny Panel - Pathways into work for young people

a) Scoping Document 

 

RECOMMENDED that the attached scoping document be approved, subject to amendment during the review.

 

b) Witnesses

 

The panel will receive evidence from:

 

i)             Judi Strange MBE, Relationships Manager, DWP (Department for Works and Pensions, Greater Wessex)

 

ii)            CathLonghurst of EBP,  Chief Executive of the Portsmouth & SE Hants Education and Business Partnership

 

iii)                 Liz Crate (PCC Contract Manager, Employment & Training)  & Sharon George (PCC Youth Support Commissioning Manager), regarding the programme 'Youth Contract' that  PCMI deliver in the City

 

c) Written reports on apprenticeships:

 

i)             Review of apprenticeships research - by Department of Business Innovation & Skills/University of Warwick (2 page summary)

 

ii)            Skills Funding Agency - report shared with Southampton CC "Apprenticeship Funding for Providers" from Fiona Wilmot of the Skills Funding Agency (SFA).

 

d) Further evidence gathering

 

The Opportunities Fair on Saturday 19 October was previously raised as a possible venue for evidence gathering but this is aimed at a younger (primary) age group, and therefore the panel may wish to consider if there are any other suitable employment fairs. There is the opportunity to attend the Apprenticeship event (aimed at year 10-13 pupils) at Fratton Park during the day on 17 October, at the suggestion of Ian Smith of the National Apprenticeships Service. 

 

Further witnesses will be invited to attend the next meeting, and there is also an offer from Maureen Frost, The Deputy Chief Executive of Hampshire Chamber of Commerce asking if it would it be possible to have "a 1 to 1 meeting with a member of the panel as we have done with a number of other Authorities on similar issues?  During the working day would be preferred.  If this is not possible then we would be happy to submit a written response."

Forthcoming EDCL Scrutiny Panel Meetings

Please note the invitation to James Sandy's Community Ownership event on Tuesday 8th October (please see the attached publicity flyer with registration for the event at:https://coup1.eventbrite.co.uk/) - to be followed by panel meeting at 7pm as an update on this previous review.  This replaces the meeting scheduled for 7pm on Thursday 10th October.

 

The next scheduled meeting regarding "Pathways into work for young people"  is taking place on Thursday 17 October at 7pm
