59.	Culture and City Development Business Plan 2016 to 2019 PDF 124 KB View the background to item 59. Purpose of report This report provides a summary of the priorities, risks, key performance indicators and vision of Culture and City Development in Portsmouth City Council. RECOMMENDED That the Cabinet Member for Culture Leisure and Sport approves the key priorities and targets set in the business plan. Additional documents: 03.1 Business Plan Landscape October 2016 , item 59. PDF 2 MB Minutes: (TAKE IN REPORT) The report was introduced by Claire Looney, Partnership and Commissioning Manager. Councillor Symes said that the refresh of the plan is great and she was very pleased with this. The opposition spokespeople present also commended officers on the updated plan and said they were pleased that the important work of volunteers had been recognised within the business plan. DECISION: The Cabinet Member for Culture Leisure and Sport approved the key priorities and targets set in the business plan.
60.	Landing Craft (Tank), LCT 7074 PDF 197 KB View the background to item 60. Purpose of report To present the case for retaining Landing Craft (Tank) 7074 in Portsmouth and displaying her in the vicinity of the D-Day Museum. RECOMMENDED That the council work in partnership with the National Museum of the Royal Navy in order to retain LCT 7074 in the city and display her in the vicinity of the D-Day Museum. PDF 249 KB Minutes: (TAKE IN REPORT) The report was introduced by Dr Jane Mee, who advised that she had also invited Nick Hewitt, Head of Heritage Development for the National Museum of the Royal Navy to answer any questions. Nick advised that LCT 7074 was the last landing craft tank from D-Day and said he was very pleased to be working in partnership with the Council on this project. He gave a brief history of LCT7074 and how she had been moved to Portsmouth Naval Base. Councillor Symes said this project is great and relocating her to the vicinity of the D-Day Museum will be amazing. Councillor Morgan said this was a great opportunity and advised that he is the Council's Heritage Champion and invited Nick to get in contact with him if there was anything he could do to promote this. Councillor Hunt said he fully supported this and that it would help to boost visitor numbers to the city. DECISION: That the council work in partnership with the National Museum of the Royal Navy in order to retain LCT 7074 in the city and display her in the vicinity of the D-Day Museum.
61.	Interaction Project PDF 99 KB View the background to item 61. Purpose of report To update the Cabinet Member for Culture, Leisure and Sport on the transfer of the Interaction service. RECOMMENDED That the transfer proposal for the Interaction Service to be included within the Leisure Facilities Management contract be formally approved. Minutes: (TAKE IN REPORT) The report was introduced by Chris Richards, Community Projects Officer. Councillor Symes said that this was a valuable service and was pleased that a solution had been found to maintain this. The opposition spokespeople present echoed these comments and were fully in support of the recommendation. DECISION: That the transfer proposal for the Interaction Service to be included within the Leisure Facilities Management contract be formally approved.
62.	The Big Friendly Read - The 2016 Summer Reading Challenge PDF 123 KB View the background to item 62. Purpose of report To inform the Cabinet Member on this year's Summer Reading Challenge, delivered by the Library and Archive Service and to give provisional participation figures. Minutes: (TAKE IN REPORT) The report was introduced by David Percival, Outreach and School Library Service Manager. He advised that 1,414 children completed the Challenge this year which was a small increase on last year. In response to a question from Councillor Morgan about academy schools, David advised that his team work with both maintained schools and academies. There have been a handful of schools that were missed and councillors suggested to David that if the team have a lack of response from any schools they might be able to assist. Members were very pleased with the outcome of this year's Reading challenge and commended officers on their great work. The Cabinet Member noted the report.
63.	Library Learning Offers PDF 142 KB View the background to item 63. Purpose of report To inform the Cabinet Member of the wide range of informal learning opportunities currently coordinated by the Library and Archive Service's Access and Learning Librarian. Minutes: (TAKE IN REPORT) The report was introduced by Jacqueline Garrard, Access and Learning Librarian. With regard to the case studies, Councillor Morgan asked if these could be used to promote the service and Jacqueline said that they would be included in the promotional literature. Councillor Hunt said that the number of housebound readers would increase as the population gets older, so this service was vital. Councillor Symes noted the report. Councillor Symes and Spokespeople thanked officers for all their reports.
