Fee Structure for Additional Licensing Scheme for Houses in Multiple Occupation in Portsmouth pdf icon PDF 139 KB

Purpose

To present the finalised fee structure for the Additional Licensing Scheme for Houses in Multiple Occupation in Portsmouth.

 

RECOMMENDED that the Cabinet

1.    Approves the proposed fee structure for the city council's Additional HMO licensing fees as outlined in Appendix 1, to apply to all HMO licences granted through the Councils additional licensing scheme designation which will commence on 1st September 2023.

2.    Instructs officers to conduct an annual review of the fee structure for the additional licensing scheme throughout the designation period, and present proposals for any required fee adjustments accordingly to the cabinet member of Community Safety for approval.

Household Support Fund - Cost of living support pdf icon PDF 149 KB

Purpose

1.    To outline the assistance being provided to residents of Portsmouth in financial hardship, through the administration of the Household Support Fund made available by the Department for Work and Pensions (DWP) for the year April 2023 to 31 March 2024.

2.    To provide an update on the support the council is providing to residents to help with the rising cost of living.

3.    To outline the plan to align the tackling poverty work and cost of living work, including the administration of the Household Support Fund.

6.

Statement of Community Involvement pdf icon PDF 105 KB

Purpose

To introduce the updated Statement of Community Involvement (SCI).  This document explains how residents and businesses can take part in the process of developing planning policy and the managing new development in the city.

 

RECOMMENDED that the Cabinet

1.    Approve the updated SCI as set out in Appendix 1 of this report for a six-week public consultation.

2.    Agree that, assuming that no major matters leading to substantial changes are raised as part of the consultation, that the SCI is adopted by the City Council.

3.    Agree that Minor amendments to the SCI arising from the consultation to be approved by the Assistant Director of Planning & Economic Growth

Purpose

To introduce the updated Local Development Scheme (LDS), which sets out the timetable for the preparation of development plan documents in Portsmouth.

 

RECOMMMENDED that the Cabinet approve the updated LDS as set out in Appendix 1 of this report.

Queen Alexandra (QA) Hospital Emergency Department support pdf icon PDF 210 KB

Purpose

RECOMMENDED that Cabinet

1.    Notethe contentof the report.

2.    Recommendto Fullcouncil, toapprove the recommendationsof the report.

The granting of £436,893.68 from Community Infrastructure Funding to Portsmouth Hospitals University NHS Trust for the provision of infrastructure in accordance with the CommunityInfrastructure LevyRegulations 2010(as amended)("CIL Regs")to befunded from Capital Infrastructure CIL.

3.    To write to Portsmouth Hospitals University Trust to confirm that CIL is part of the expected infrastructure costs of any significant project/development and is a levy to compensate for the full range of additional public infrastructure requirements that will arise from developments and will fall to the Council. The part of the NHS responsible for resourcing any future funding allocation for major projects locally, should therefore include any future CIL contribution as part of the budget it provides for the project.

To set out the recommendations arising from the Housing & Social Care Scrutiny Panel review of the provision of breaks/respite for carers, particularly those who care for someone with Dementia.

1.    That the Panel is thanked for its work in undertaking the review.

2.    That the Cabinet notes and supports the recommendations of the review together with the officer responses to the recommendations.

To set out the response of officers to the (ECYP) Scrutiny Panel's recommendations arising from a review into school attendance with a focus on transitional Years 6 to 7.

 

RECOMMENDED that the Cabinet

1.    Thank the panel for its work in undertaking the review;

2.    Note and support the 8 recommendations of the review, which are listed in Section 4 and Appendices A and B of this report, including the financial implications relating to recommendations 4 and 6; and

3.    Note and support the responses from officers detailing how each of the recommendations will be implemented as set out in Section 4 of this report.

14.

Modern Slavery and Human Trafficking Statement pdf icon PDF 138 KB

Purpose

To provide context to the council's Modern Slavery Transparency Statement, update progress against the 2022/23 improvement plan, and to seek approval to publish the statement (appendix 1) on the council's website as required by the Modern Slavery Act 2015.

 

RECOMMENDED that Cabinet approves that

1.    The Modern Slavery and Human Trafficking Statement for the signature of the Leader and publication on the council's website (see appendix 1) and

2.    The programme of work set out in item 11 of this report.

3.    That Full Council be asked to note the decision of the cabinet to approve and publish the statement.
