Portsmouth Car Club

Purpose of Report

To provide a progress update on the procurement of a car club for Portsmouth.

 

To detail the proposed car club bay locations to be taken forwards in the first phase of the Portsmouth car club scheme and seek permission to proceed with the required Traffic Regulation Order (TRO).

 

Recommendations

 

It is recommended that the Cabinet Member for Traffic and Transportation:

 

1.    Notes the progress in made towards introducing a car club in Portsmouth;

 

2.    Approves the use of designated car club parking bays in on-street and off-street locations for the duration of the car club scheme

 

3.    Approves the on-street locations detailed in the report for designated car club parking bays to proceed to Traffic Regulation Order consultation.

 

4.    Notes a report will be brought back to the Cabinet Member for Traffic and Transportation in June 2023 with the results of the TRO consultation and recommendations of the final designated bays to be implemented.

Kirsty Routledge, Principal Transport Planner, presented her report and advised that the purpose of the report was to provide a progress update on the procurement of a car club for Portsmouth.  It was also to detail the proposed car club bay locations to be taken forward in the first phase of the Portsmouth car scheme and seek permission to proceed with the required Traffic Regulation Order (TRO).

 

Members' questions

In relation to Members' questions, officers clarified:

 

·          It was proposed that there would be ten cars altogether in the initial phase of the scheme, 2 in each of the four wards and 2 at Lakeside. 

 

·         There are 12 locations suggested in the report, but it was proposed that only 8 will be taken forward in residential locations with the additional 2 at Lakeside.

 

·         Each parking bay will be specifically for a car club vehicle.

 

·         There will be first year membership of £20 for Portsmouth residents, rising to £60 thereafter.  The hire rate for the vehicle will start at £6.70 per hour.

 

·         A key target market is those people with more than one vehicle who may consider getting rid of one of those to make use of the scheme in order to save money (on insurance, road tax, depreciation etc).

 

Members' comments

Councillor Bosher was broadly supportive of the scheme. He noted the assumptions that the scheme would reduce some of the pressure on residential parking zones and recommended ongoing metrics are produced to be able to ascertain whether these assumptions are correct.  He requested an interim report to keep Members update on the progress of the scheme.

 

 

Decision

 

The Cabinet Member:

1.    Noted the progress made towards introducing a car club in Portsmouth;

 

2.    Approved the use of designated car club parking bays in on-street and off-street locations for the duration of the car club scheme;

 

3.    Approved the on-street locations detailed in the report for designated car club parking bays to proceed to Traffic Regulation Order consultation;

 

4.    Noted a report will be brought back to the Cabinet Member for Traffic and Transportation in June 2023 with the results of the TRO consultation and recommendations of the final designated bays to be implemented.
