The purpose of the report by the Director of Regeneration is to consider the public responses to proposed parking restrictions in a number of locations in Portsmouth.  Objections were received to 3 proposals within TRO 96/2018, and therefore a report to the Cabinet Member is required, for decision to be made at a public meeting.

 

It is RECOMMENDED that:

 

(1)  The proposed 5-metre KC zone residents' parking bay is not installed in place of  double yellow lines outside Nos.1-2 Netley Road;

 

(2)    The proposed DYL at the northern end of Third Avenue are installed on the east side only, outside No.18;

 

(3)    The DYL are removed from the north side of Chaucer Avenue and replaced on the south side, with white line markings applied in front of the steps on the north side.

 

Decision:

Minutes:

Following the introduction of the report by Pam Turton, Assistant Director, a deputation was made by Ms J Rogers of Chaucer Avenue objecting to the moving of on-street parking from the south side to the north of the road, which she felt would be dangerous in her circumstances.

 

Councillor Hooper, as a ward councillor, asked to respond, to clarify a point made during the deputation regarding a site visit that had taken place in 2018.

 

There had also been 3 further written deputations from one resident of Third Avenue (to object) and 2 residents from Chaucer Avenue (in support of relocating the double yellow lines to the south side of the road).

 

Councillor Bosher raised questions regarding the north side of Chaucer Avenue and whether residents would be able to apply for hardstandings; it was reported that it was unsuitable for this purpose due to the steep grass bank.

 

Councillor Chowdhury supported the recommendations.

 

Councillor Stagg asked about verge-hardening and it was reported that there was a limited budget for Paulsgrove for many roads which were listed on a priority basis.  Councillor Stagg supported the proposal which would increase the availability of parking spaces in Chaucer Avenue.
