Purpose of report

To request authority to enter into a Service Level Agreement with ArtReach in order to articulate the Council's support for the delivery of the Journeys Festival International and Journeys events in Portsmouth.

RECOMMENDED that officers be authorised to enter into negotiations with ArtReach in regards to the delivery of the Journeys Festival International and Journey's events for the financial year 2018-19 and that any further service level agreements are considered as part of the annual report on such agreements going forward with any financial implications being met from existing budgets.

The report was introduced by Claire Looney, Partnership and Commissioning Manager.

Councillor Pitt advised that Councillor Morgan had sent in some written questions.  In response to these the Partnership and Commissioning Manager advised the following:

·         The current level of officer time to support the writing and implementation of the proposed new Service Level Agreement is estimated to be a day's time.  They would then anticipate approximately a further day for the monitoring of the SLA during the remainder of the financial year.

·         This project will contribute towards the following elements of the Departmental Business Plan:

1.    A city where all residents and visitors have opportunities to enhance their health and wellbeing, to be involved in building healthy and happy local communities

-       Enhance and broaden participation in cultural opportunities and the cultural offer of the city

-       Ensure the City's cultural programmes promote inclusiveness and celebrate cultural diversity

2.    To be a city where all residents have access to high quality formal and informal learning and skills opportunities to improve their quality of life

-       To create spaces for inspirational community experiences

-       To use the richness of cultural experiences to learn, achieve and inspire

6. An innovative service that engages in the challenges of developing quality, affordable and sustainable services that effectively meet the needs of residents and visitors

- Effectively manage and provide value for money in our contracts and SLAs         

Councillor Morgan also said he very much welcomed this development and proposed arrangement via a service level agreement.
