The purpose of the report by the Director of Regeneration is to consider the public response to the proposed residents' parking zone at the northern end of Twyford Avenue.

RECOMMENDED that the residents' parking zone proposed under Traffic Regulation Order 76/2018 is implemented as advertised (FH Permit Holders Only 2pm-10pm).

Councillor Stagg varied the agenda order to allow this item with a deputation to be heard first.

Felicity Tidbury, Transport Planning Manager, presented the Director of Regeneration's report which set out the results of the informal consultation and the formal consultation via the Traffic Regulation Order. The proposal for a Residents' Parking Zone (RPZ) was in response to the problems being reported by residents from the afternoons to overnight due to their close proximity to the Mountbatten Centre.

Councillor Ian Lyon made a deputation as a ward councillor whose points included that it was back in 2012 when the residents were last consulted, and in the area there were several separate residents' parking zones, there would be displacement parking from this scheme for 18 households and there would be extra pressure on car parking with the loss of a local bus route. He was not against making this a parking zone but asked if those outside the zone could be consulted for fairness.

Nikki Musson, Transport Planning & TRO Officer, responded to the points raised and explained the history of this scheme which had first been identified in 2010 and been in the programme for RPZs since 2012. She asked that residents are encouraged to record their requests for residents' parking with the transport officers so that the local appetite for this can be assessed and surveys undertaken where there is thought to be demand.  She also explained that the enforcement costs were efficient with no free parking period. Wayne Layton, Corporate Finance Specialist, reported that it is difficult to appraise the RPZ enforcement costs and these will not always cover these costs but would have other benefits for residents.

Councillor Stagg, as Cabinet Member for Traffic & Transportation, responded that PRZs are only considered when they are asked for and where there is a significant displacement effect the adjacent areas can be surveyed.

Councillor Chowdhury was aware of parking problems for those visiting North End so was concerned that imposing a RPZ could make this more difficult.

Councillor Stagg wished to support the officer's recommendation which was in response to residents' requests and which was to address the problem in that part of Twyford Avenue and should more residents ask to be re-surveyed that would be considered as an when resources allowed.
