Purpose.

To consider residents' responses to proposed double yellow lines in Cockleshell Gardens; a cul-de-sac with access to a community sports club at its south-western end.  Cockleshell Gardens is a public road.

RECOMMENDATION

 

It is recommended that the Cabinet Member for Traffic and Transportation approve:

 

1.    That the lengths of double yellow lines shown in red below are not installed, but that a shorter length of double yellow lines is installed at the road-narrowing point alongside No.22 (shown in green below): 13 metres each side

 

2.    That a 5-metre length of single yellow line (No waiting Saturday and Sunday 10am-3pm) is installed past the narrowing by No.22's garage entrance (orange)

 

3.    That the suggestion of a single yellow line on the south side outside Nos.12-19 Cockleshell Gardens is not progressed, given residents' responses

 

 

Decision:

The Cabinet Member for Traffic & Transportation deferred a decision on this item to allow further liaison with the community sports club to take place regarding weekend parking by their patrons.

Minutes:

Pam Turton, Assistant Director for Transport, presented the report.

 

A deputation was made, on behalf of Ms Stevenson, read by Ms McClure (a written copy had also been circulated to Cllr Bosher and the opposition spokespersons) - this can be viewed as part of the web-stream of the meeting.  Ms Stevenson had wished to raise the problems of parking in Cockleshell Gardens, exacerbated by football match parking by those using the nearby community sports club ground and the danger to children pedestrians.

 

Councillor Luke Stubbs also spoke as a ward councillor who spoke about the leasing/parking arrangement at the sports club, the good response to the consultation and he would favour double yellow lines only to help at the pinch point.

 

Councillor Bosher as Cabinet Member for Traffic & Transportation needed to consider the transport issues and the leasing arrangements which would involve different officers.  He had also received a written deputation referring to East Lodge Park.  The proposals sought to address the problems to make the access safer.  He asked if time restrictions could be considered; Pam Turton responded that timed enforcement was a possible option. It was noted that the advisory sign to deter parking by football visitors did not have legal standing. 

 

Councillor Stagg felt that there should be an attempt to speak to the sports club about providing their own parking and the possibility of putting out cones on Sundays to aid safety or put single lines at the pinch point for Sundays.  Councillor Chowdhury also felt that priority should be given to the residents for parking and reiterated the need to ensure safety.

 

Councillor Bosher was mindful that the Traffic Regulation Order had been advertised, and the ideas raised at this meeting may vary from this, with the need to examine traffic management issues and to have a dialogue with the community football club to ensure they are good neighbours.  He therefore favoured deferring consideration of this item so that further information could be brought back before a decision is taken.
