Purpose.

To consider public responses to proposals relating to parking restrictions

Recommendations

It is recommended that the Cabinet Member for Traffic and Transportation approves:

1.    Christchurch Gardens: that the double yellow lines on the bend are reduced in length by 6 metres, eastwards from No.4's driveway as proposed;

 

2.    that traffic calming measures and reducing the speed limit from 30mph to 20mph is considered by the Road Safety & Active Travel and/or Network Management teams;

 

3.    Peronne Road / Military Road: that the double yellow lines on the south side of the junction are introduced as proposed;

 

4.    Stroudley Avenue / Lower Drayton Lane: that the double yellow lines are extended as proposed;

 

5.    that a further extension the restriction is explored as suggested, and proposals put forward should residents be supportive;

 

6.    Winter Road: that the specified lengths of 24-hour double yellow lines are changed to an 8am-6pm single yellow line as proposed, to enable off-peak evening and overnight parking;

 

7.    That the remaining 29 proposals under TRO 3/2018 are implemented as advertised.

            

Decision:

Minutes:

Pam Turton, Assistant Director for Transport, presented the report of the Director of Regeneration.

 

Deputations were made by Mr Stead and Mr Cripps (these were recorded as part of the webcasting), both of whom wished to see significantly more than the proposed 6m removal of double yellow lines at Christchurch Gardens.

 

With regard to comments made within the deputations of advertising the proposals, Councillor Bosher reported that this Traffic Regulation Order had been designed to address any earlier misunderstandings.   He asked Pam Turton to comment on the issues raised regarding the use of white lines; Ms Turton responded that this would depend on the width of the pavement and the need to allow use by pedestrians.  Councillor Bosher had visited Christchurch Gardens himself to assess the proposals.

 

Councillor Stagg's view was that if there had been no recorded accidents and many of the residents did not want the double yellow lines she would favour removing them. Councillor Chowdhury wanted both the safety factors and views of the residents to be considered.

 

Councillor Bosher had read all the representations received and seen the exchanges of correspondence regarding Christchurch Gardens.  He supported the double yellow lines on the corner for road safety purposes but these should not extend too far, so these should be reduced by 6m (to give protection and visibility) and there should be further consideration given to the introduction of white lines for Christchurch Gardens.
