Purpose.

Following full Council agreement of the capital budget for 2018/19 on 13 February 2018, this report seeks approval for the Local Transport Plan 3 (LTP3) Implementation Plan 2018/19.  Additionally it details how the approved budget for the LTP3 programme (£1.5M) will be apportioned.

 

Recommendations

 

It is recommended that the Cabinet Member:

1.    Approves the LTP3 Implementation Plan.

2.    Delegates authority to the Director of Regeneration in consultation with the Cabinet Member for Traffic and Transportation and the Section 151 Officer to agree any minor amendments to the Implementation Plan that may be required to take account of future funding changes and policy announcements.

 

Decision:

The Cabinet Member:

(1) Approved the LTP3 Implementation Plan;

(2) Delegated authority to the Director of Regeneration in consultation

with the Cabinet Member for Traffic and Transportation and the

Section 151 Officer to agree any minor amendments to the

Implementation Plan that may be required to take account of future

Minutes:

Pam Turton, Assistant Director for Transport, presented the report for the Director of Regeneration, which set out some small scale capital improvement schemes totalling £1.5m (as detailed in Appendix A).  Councillor Bosher was pleased that the programme reflected cycling schemes as a priority with infrastructure works being planned and targeted (with the use of captured data).

 

Councillor Chowdhury commented on the danger of cyclists on pavements.  Councillor Bosher responded that there could be further education regarding the use of shared pavements.  Officers worked with the Portsmouth Cycle Forum and the police had been undertaking work on cycling safety such as "Close Pass".

 

Councillor Stagg asked if there was a long term plan for cycling in the city, as the infrastructure was behind other comparable cities at a time when people are being encouraged to use bikes.  Pam Turton reported on work with the Department of Transport (LC WIP Programme) and the development of a revised cycling and walking strategy.
