Decision:

The Cabinet Member for Traffic and Transportation agreed that:

                       

(1)     Portsmouth City Council enter into an 18 month pilot with Nextbike to provide a floating bike share scheme in the city;

 

(2)     A concession contract is agreed and signed with Nextbike prior to the launch of the first bikes in Portsmouth;

 

(3)  A code of conduct for bike share schemes in the city is explored.

 

Minutes:

Pam Turton, Assistant Director for Transport, presented the report for the Director of Regeneration.  Councillor Bosher apologised for the late circulation of this report and thanked Nick Scott, Senior Active Travel Officer, and all the officers who had worked hard on progressing the floating bike scheme.  He was pleased that this was now at the stage of development and grateful for the support of the Opposition Spokespersons too, and hoped that this would be supported by the Portsmouth Cycle Forum.

 

Councillor Bosher hoped that the areas for the bike hire could be expanded in the future to include the seafront.  He welcomed the local employment opportunities and that a variety of users are catered for, with an affordable fee structure.  This would also encouraged healthier journey choices in the city. 

 

Councillor Stagg gave her support to this excellent scheme.  Councillor Chowdhury felt it was a good scheme that needed to be as affordable as possible.

 

Councillor Bosher was pleased that Nextbike wished to implement the scheme in June 2018 and they would share the data collected on popular cycling routes which would help when considering infrastructure improvements.
