The purpose of the report by the Director of Transport, Environment and Business Support  is to outline the amendments to the draft street lighting vision and strategy following the eight week public consultation, and present the final version of the street lighting vision and strategy for adoption.

 

RECOMMENDED that the Cabinet Member for Traffic and Transportation:

 

(1) notes the results of the public consultation;

(2) adopts the Street Lighting Vision 2017 (Appendix B) and the Street Lighting Strategy 2017 (Appendix C).

Pam Turton, Assistant Director Traffic, Environment and Business Support, introduced the report and advised the number of responses received.  She said that the responses (set out in section 4) had been overwhelmingly supportive of the proposed Policy and that as a result of the responses received following the consultation, changes had been made. She recommended that the final version of the street lighting vision and strategy be adopted.

 

The Cabinet Member for Traffic and Transportation, Councillor Simon Bosher said he thought the amendments were sensible and Councillor Lynne Stagg, opposition spokesperson and officers agreed.

 

The Cabinet Member invited those cyclists in attendance to make any comments they had.  They said that sometimes brighter lights had the effect of making cyclists appear as silhouettes which made it more difficult for them to be seen.  If the lighting was correctly positioned this should not happen.

 

Clarification was provided by Nick Haverly about the Finance comments in section 8.1 and 8.3.  Although the funding had been identified, when put into practice, more detail would be given on the actual source of the funding. 8.3 was not strictly necessary.

 

Mr Alan Cufley, Director of Traffic Environment and Business Support, said that light guards and directional lighting will be utilised.

 

DECISION:

that the Cabinet Member for Traffic and Transportation:

 

(1) noted the results of the public consultation;

(2) adopted the Street Lighting Vision 2017 (Appendix B) and the Street

Lighting Strategy 2017 (Appendix C).
