Michael Lawther, as City Solicitor, attended the meeting to advise on the procedure for consideration of this item, as there was a potential conflict of interest for Councillor Lynne Stagg regarding Residents' Parking Zone HC. It was therefore suggested that the officers withdraw zone HC from the report and that it be reported on separately in the future, but that the rest of the report be treated as revised with the deletion of this reference.

 

Councillor Bosher disagreed with this approach as the Cabinet member would still be changing the body of the report (on which deputations were due) and taking out HC zone in which she had declared an interest, and felt that the proper procedures were not being followed so the decision would be subject to challenge.

 

After a brief adjournment it was announced that so members of the public were not disadvantaged there would be the need for a special meeting, to be held by a different member for the Cabinet who does not have a conflict of interest.   Councillor Stagg apologised to those who had asked to make a deputation.  This item was withdrawn from consideration at this point.
