Student parking permits

We the undersigned petition the council to (1000 characters): Help with the current parking problems in Southsea by preventing unnecessary student parking.

With the current parking issues in Southsea I propose that students be restricted to University accommodation parking permits. There are enough student properties to rent in unpermitted roads of Southsea which are still within walkable distance. Generally the permitted roads are close enough to the university and shops to not require permits especially with all campuses within walking distance. The proposal to restrict parking permits to student would allow easier parking.

Council response

The petition on student permits received 0 signatures therefore no further action will be taken in terms of it being debated at a council meeting.

Within residents' parking zones, students' access to permits is often restricted by the requirement for vehicles to be registered at an address within the zone to be eligible for a permit. A number of complaints are received each year at the beginning of term when some students find they are unable to obtain permits as their vehicle is either registered to their 'home' address or the vehicle belongs to a family member, and there is no intention to change or relax the criteria.

Resident permits are also restricted to 2 per household, with a third permit only issued if capacity within the zone allows (the number of permits compared to spaces available). Therefore where properties are divided into rooms, e.g. Houses of Multiple Occupation (HMOs), only 2 resident permits can be obtained.

The majority of Central Southsea is non-permitted and up to 40% of properties are HMOs. When residents' parking was introduced in 2014 it caused a large displacement parking into the surrounding areas outside the zone, which already suffered from a shortage on parking and as a result left many spaces within the zone available. Following a 12-month suspension the permit zone was removed for good. Pressure on parking continues to be an issue and permanent residents notice a respite outside of University term times. We continue to work with the University in its efforts to reduce the number of students bringing cars with them into the city. The significant amount of new student accommodation being constructed around Portsmouth & Southsea railway station should help to encourage students out of Southsea.
