Purpose.

To update the Cabinet Member for Environment & Community Safety on the guidance and to approve the response.

Rachael Dalby, Head of Health, Safety and Licensing and Community Safety introduced the report and in response to questions, clarified the following points:

 

·         The probation service is the responsible authority for community safety purposes.  The Clinical Commissioning Group is responsible for health.  Education is not a responsible authority but the local authority is. 

 

·         The proposed legislation is quite nuanced. 

 

·         A similar paper will be considered by the Safer Portsmouth Partnership on 29 January. 

 

·         Five years ago, the duty regarding prevent was included in the annual Strategic Assessment and it was a priority for the council. 

 

·         Details of how the council would comply with this will be drawn up after the consultation.

 

·         The university is a key player as it deals with potentially vulnerable people.

 

·         It was agreed that the Cabinet Member would write to the Home Office with his views.

 

DECISION

The Cabinet Member for Environment & Community Safety approved the recommended responses in section 6 of the report.

Purpose.

To update the Cabinet Member for Environment & Community Safety on the progress made monitoring the implementation of the recommendations of the domestic abuse scrutiny report and ongoing demand on resources.

 

RECOMMENDED that the Cabinet Member for Environment & Community Safety note the progress made.

5.

Waste regulations - assessment of compliance. pdf icon PDF 299 KB

Purpose.

The EU Waste Framework Directive, transposed in the UK as The Waste (England and Wales) Regulations 2011, states requirements for waste collections of paper, metal, plastic and glass to be by way of separate collection from 1st January 2015.

 

The legislative requirement of separate collection should be implemented where it is necessary to improve quality and quantity of recycling, and where it is technically, environmentally and economically practicable (TEEP). 

 

A 'route map' guide to demonstrating compliance with the regulations has been produced and is recommended by the Environment Agency (EA) for local authorities to follow. 

 

The purpose of this report is to advise on the completion of PCC's route map assessment and its outcome.

 

RECOMMENDED that the Cabinet Member for Environment and Community Safety:

1.    Notes the legislative requirements of the Waste Regulations (section 3 of the report).

2.    Approve the assessment document as sufficient evidence of compliance with the Waste Regulations (section 3.1.1 of the report).

3.    Agree the outcome of the assessment that the council does not need to provide separate collections for paper, metal, plastic and glass from January 2015 (section 3.1.12 of the report).

Paul Fielding, Assistant Head of Service for Environment & Recreation, Transport and Environment introduced the report. 

·         The route map will be reviewed regularly.

·         Many people would like a kerbside glass collection however; if glass is mixed with other recyclables  all would be contaminated. 

 

DECISIONS
The Cabinet Member for Environment & Community Safety:

1.    Noted the legislative requirements of the waste regulations (section 3 of the report).

2.    Approved the assessment document as sufficient evidence of compliance with the waste regulations (section 3.1.1 of the report).

3.    Agreed the outcome of the assessment that the council does not need to provide separate collections for paper, metal, plastic and glass from January 2015 (section 3.1.l2 of the report).
