Licensing Act 2003 - Section 20 - Mandatory Condition - Exhibition of Films "Who Killed Nelson Nutmeg?" - Boathouse No.6 Portsmouth Historic Dockyard pdf icon PDF 165 KB

Purpose

The purpose of this report is for the committee to exercise its statutory powers as Licensing Authority to impose an age classification using the BBFC film classification categories in respect of a film exhibition to be shown at Boathouse No.6, Portsmouth Historic Dockyard, College Road, HM Naval Base, Portsmouth.  The proposed date for screening of this film is Sunday 10 April 2016.

 

RECOMMENDED that the sub-committee determine the matter.

The Licensing Manager introduced the report and explained that Boathouse No.6 had approached the Licensing Authority with a view to exhibit the film "Who Killed Nelson Nutmeg?" which has not been classified by the BBFC.  The classification decided would only be relevant to viewing the film in Portsmouth.

 

Members viewed the film and made the following decision as to classification.

 

DECISION: the sub-committee having viewed the film in its entirety confirm the following reasoning was adopted in reaching a classification:

 

·         The film contained balanced messages with appropriate language being used.

 

·          Whilst imitable behaviours were present (electric fence and cliff assent) they were handled sensitively without minimising risk.

 

·         Any physical behaviours were on a comic level with any threats being within the context of the film.

 

Given the above reasoning the sub-committee ascribe a U classification having considered the act and the guidance contained in the BBFC guidance which whilst not statutory is persuasive and relevant.
