Councillor Swan was appointed chair for the meeting.

Councillor Phil Smith declared an interest in that he is a good friend, and colleague, with Councillor Suzy Horton who is the Director of No.6 Cinema.

Licensing Act 2003 - Section 20 - Mandatory Condition - Exhibition of Films 'This Changes Everything' - Boathouse No 6, Portsmouth Historic Dockyard. pdf icon PDF 229 KB

Purpose.

The purpose of this report is for the committee to exercise its statutory powers as Licensing Authority to impose an age classification using the BBFC film classification categories in respect of a film exhibition to be shown at Boathouse No 6, Portsmouth Historic Dockyard, College Road, HM Naval Base, Portsmouth.  The potential date for this exhibition is 18 February 2016.

 

Please note that people under the age of 18 will not be permitted to attend this hearing.

The Licensing Manager introduced the report and explained that Boathouse No.6 have approached the Licensing Authority with a view to exhibit the film "This Changes Everything" which has not been classified by the BBFC.

 

Members viewed the film and made the following decision.

 

DECISION: the sub-committee having viewed the film in its entirety confirm the following reasoning was adopted in reaching a classification:

·         The film contained moderate language in context and was not deemed to be excessive.

·         The films implied message whilst clear had a possibility of being threatening and distressing to younger viewers.

·         The film whilst in context did show conflict situations some of which showed physical violence and on occasions people being shot at by the Police.

Given the above reasoning the sub-committee ascribe a 12A classification having considered the act and the guidance contained in the BBFC guidance which whilst not statutory is persuasive and relevant.
