36.

Ferry Road, northern end off-street areas (non-public highway): TRO 36/2015 pdf icon PDF 174 KB

Purpose

To consider the responses to the public consultation on the proposal under TRO 36/2015. When objections are received to proposed Traffic Regulation Orders, it is a statutory requirement to consider them at a formal decision meeting.

 

RECOMMENDATION

That the Order is made as proposed, with an exemption for Permit Holders (permits to be managed by the Property & Housing Service).

The Cabinet Member for Traffic & Transportation deferred a decision on this proposal to allow officers to propose an appropriate, enforceable permit based solution for regular, legitimate users of Ferry Road.

Minutes:

Alan Cufley, Director of Transport, Environment & Business Support, presented the report setting out the responses to the public consultation and it was noted that the land belonged to the Directorate of Property & Housing.

 

A deputation was made by Mr Japp to raise concerns as a local resident and fisherman, highlighting the problems caused by the illegal parking of motorhomes, and he did not believe TRO 36 was the answer to these and it would penalise those wishing to enjoy the area for recreational use for local residents.  He felt that the report lacked an alternative parking option for the commercial fishermen and would favour enforcement against the camper vans.

 

Mr Gisham also spoke as a local boat operator and fisherman against the proposal which would cause problems for fishermen needing to park to get to their boats by dinghy.  He would favour a byelaw to regulate against the parking of the campervans which were mainly a summer problem and local residents should not be penalised.

 

Councillor Stagg asked about the extent of the campervan parking (for which Appendix A of the report contained photographic evidence).  Councillor Ellcome stressed that the land owned by Housing and Property was being mis-used with the vans avoiding paying fees by parking there.  The officers responded that it would be difficult to legislate against one type of vehicle and Councillor Ellcome requested that the officers consider a permit system.

 

Jolene Burns, representing the Director of Property & Housing, had not been approached by commercial users of the site to seek permits but this could be explored with them.  Michael Robinson, Parking Operations Manager, advised that a permit schemes could be operated in a similar way to on highways regarding the parking of vans/caravans, but that the hours of operation would be important for the efficient enforcement to take place.  Councillor Ellcome asked that the appropriate officers liaise to bring back a permit based solution to the problems being experienced in Ferry Road.

 

DECISION: The Cabinet Member for Traffic & Transportation deferred a decision on this proposal to allow officers to propose an appropriate, enforceable permit based solution for regular, legitimate users of Ferry Road.

Proposed removal of 3 parking zones (AA Newbolt Road, AC Farmlea Road and JD Portsea North) pdf icon PDF 215 KB

Purpose

To consider the responses to the public consultation on the proposals under TROs 55/2015, 56/2015 and 57/2015 relating to the removal of 3 parking zones. When objections are received to proposed Traffic Regulation Orders, it is a statutory requirement to consider them at a formal decision meeting.

 

RECOMMENDED:

1.     AA Newbolt Road parking zone remains in place.

2.     AC Farmlea Road parking zone is removed.

3.     JD Portsea North parking zone remains in place.

Minutes:

Alan Cufley, the Director of Transport, Environment & Business Support, presented the report setting out the removal of 3 parking zones and reported on the petition received for Newbolt Road (expressing concern regarding removal of the parking zone). Since the consultation had taken place on the original proposals it was now recommended that 2 of the zones stay in place and only 1 be removed.  Councillor Ellcome had seen the petition and thought there had been some confusion about the residents parking operated under Housing rather than Traffic & Transportation.  Councillor Stagg reported that she had heard from a community nurse who experienced problems finding places to park in the Newbolt Road area.  Councillor Ellcome approved the recommendations, with the 2 hour free period removed from zone AA regarding Newbolt Road.

 

DECISIONS:

(1)  AA Newbolt Road parking zone remains in place (with the 2 hour free period removed)

(2)  AC Farmlea Road parking zone is removed.

(3)  JD Portsea North parking zone remains in place.

Bus Lane Enforcement Guidelines and Penalty Charge Notice Rate pdf icon PDF 74 KB

Purpose

To seek the Cabinet Member for Traffic and Transportation's agreement on the guidelines related to the enforcement of bus lanes, and the rate at which a Penalty Charge Notice is charged.

 

RECOMMENDATION

That the Cabinet Member for Traffic and Transportation approve the guidelines at appendix 1 and approve the setting of the Penalty Charge Notice for a bus lane contravention at £60.

Minutes:

Alan Cufley, Director for Transport, Environment & Business Support, presented the new guidelines for bus lanes.  He reported receipt of a letter from the Department of Transport approving a charge of £60 for contraventions.  Councillor Ellcome stressed that these were national guidelines and that the council were proposing to charge at the median rate of £60.  Councillor Stagg supported this proposal in the interests of keeping the buses running on time.

 

DECISION: That the Cabinet Member for Traffic and Transportation approved the guidelines (at appendix 1 of the report) and approved the setting of the Penalty Charge Notice for a bus lane contravention at £60.

Purpose

This report has been requested by the Cabinet Member for Traffic and Transportation following a Notice of Motion regarding "Fares on buses in Portsmouth" at Full Council on Tuesday 17th March 2015.

 

RECOMMENDED

In response to the Notice of Motion at Full Council, it is recommended that:

1.         The Cabinet Member writes to First Hampshire, Dorset & Berkshire and Stagecoach (South) to seek their cooperation in providing a value for money bus service in Portsmouth.

2.         Officers within the Transport, Environment and Business Support Directorate, will continue to meet with public transport operators to promote affordability within the fares structure and work on promoting bus travel across the city.

3.         Through the Cabinet Members role within the Solent Transport partnership, continue to monitor the uptake a promotion of innovative ticketing solutions such as the Solent Go card, mobile phone ticketing and improving and promoting bus travel generally.

40.

Winter Maintenance Programme Operational Plan 2015-16 pdf icon PDF 163 KB

Purpose

For the Cabinet Member for Traffic and Transportation to approve that the proposed Winter Maintenance Programme will provide the required level of service as prescribed within schedule 4 of the Contract and legislation in order that it can be communicated to the relevant agencies and stakeholders.

Solent Transport Business Plan for 2015-16 pdf icon PDF 306 KB

Purpose

This report is to obtain members' agreement on the adoption of the prospective Solent Transport (Transport for South Hampshire) 2015-16 Business Plan (provided in Appendix A). This provides the direction for Solent Transport over the next Business Planning Cycle.

 

RECOMMENDED

That the Solent Transport Business Plan 2015-16 is supported by Portsmouth City Council.
