TRO 7/2015 - Various parking restrictions, 50mph speed limit and Havant Road cycle route pdf icon PDF 465 KB

The report by the Director of Transport, Environment and Business Support is to consider the response to the public consultation on the proposals under TRO 7/2015.  When objections are received to proposed Traffic Regulation Orders, it is a statutory requirement to consider them at a formal decision meeting. 

 

RECOMMENDED that the Order is made as advertised, with the following exceptions:

 

(i)            Havant Road: the advisory cycle route and accompanying double yellow lines begins east of East Cosham Road, preserving the on-street parking between St Matthew’s Road and St Colman’s Avenue (delete proposal E1a of the public notice);

 

(ii)          Ferry Road: that parking remains unrestricted on the north side opposite the laybys, and on the east side at the end of the driveways to even nos. 67-73.  The amendment will continue to encourage lower traffic speeds whilst retaining the parking opportunity opposite the recessed laybys on if and when required (amends proposal C1(a)(iii) of the public notice).

Councillor Ellcome noted that he had taken into account of all the written deputations that he had received. 

 

Alan Cufley, Director for Transport, Environment & Business Support asked members to note that the first recommendation should refer to deletion of proposalF1a not E1a of the public notice.

 

Councillor Stubbs, Ward Councillor explained that the majority of representations he had received regarding the proposed measures in Ferry Road were in support of the proposals.  He summarised the concerns raised by other residents: the importance of keeping the parking meter; yellow lines in front of properties; speeding in Fort Cumberland Road; potential parking displacement to other roads and the possible danger of introducing chicanes.  His personal view was that there was logic in the proposed measures.

 

Councillor Winnington, Ward Councillor explained that the residents he had spoken to regarding Ferry Road were happy with the proposals.  He was hopeful that the chicanes would help slow down vehicles and was pleased that an extra parking space would be created. 

 

Councillor Ellcome noted that one of the written deputations was from a police officer in Ferry Road who had expressed reservations about the effectiveness of chicanes.  However, he was satisfied that the proposal would slow down traffic. 

 

Michael Robinson, Parking Manager explained that the dropped kerbs and yellow lines were not speed calming measures.

 

Councillor Winnington explained on behalf of the cycle forum that members were pleased that this route is being considered at a major thoroughfare but disappointed that there the proposed cycle route did not extend along the whole of Havant Road.  It has been proven elsewhere that parking spaces could be maintained next to a cycle lane.

 

Councillor Ellcome explained that he was committed to assisting cycling in the city.

That the Order be made as advertised, with the following exceptions:

TRO 11/2015 BAR (Ben Ainslie Racing) Car Park pdf icon PDF 174 KB

The report by the Director of Transport, Environment & Business Support is to consider the responses to the formal public consultation on proposals contained within this Traffic Regulation Order.  There is a statutory requirement to take into consideration any comments from the public before determining whether to confirm or refuse an order whenever objections are received to advertised proposals.

 

RECOMMENDED that the Order is approved as advertised (no changes).

Councillor Ellcome noted that he had taken into account all of the written representations he had received.

 

Anthony Davenport explained that he felt it was unreasonable to expect residents to move their cars before 7am.  Parking is at a premium in this area and this would put more pressure on residential parking.  Section 4.4 of the report underestimates the loss of parking in the area.  He said that he had been told by BAR that they did not stipulate the times that they required the car park for their staff.  He asked that the Cabinet Member consider permitting residential parking in the camber car park until 8am.

 

Mike Dobson re-iterated this request and added that the council had on previous occasions stated that residents would be allowed to use that car park until 8am. 

 

In response, Councillor Ellcome explained that he had asked BAR to consider permitting the public to use the carpark until 8am but they had said no as they anticipated that a number of staff would come in at 7am.   They are under no obligation to permit the public to use the carpark but Councillor Ellcome would continue the discussion with them.

 

Michael Robinson, Parking Manager noted that BAR had offered part of the carpark to be available to the public, but he had declined this offer as it would not be appropriate as it would lead to confusion. 

 

Councillor Ellcome noted that the council had been as transparent as possible regarding the use of this carpark.

 

DECISION

The Order be approved as advertised with the following amendment: KA permit holders be permitted to use the BAR car park during the Pay & Display operating times and also to park in Clarence Pier carpark free of charge.

Proposed amendment to the operation of the parking bays towards the northern end of Broad Street (TRO 15/2015: removal of 2 hour free parking period) (Information report) pdf icon PDF 73 KB

The information report by the Director of Transport, Environment and Business Support is to provide an update on the proposal to remove the 2-hour free parking period from the parking bays towards the northern end of Broad Street, Old Portsmouth.  The proposal was put forward under TRO 15/2015.

(i)            Martin Road (B4): the proposal to reduce the double yellow lines outside Nos. 54 & 56 is deleted;

 

(ii)          Moneyfield Avenue (B5): the proposal to reduce the double yellow lines eastwards from the junction with Martin Road from 10m to 6m is deleted;

 

(iii)         Paignton Avenue (A7a): the proposal to continue the double yellow lines from Moneyfield Avenue into Paignton Avenue by 2 metres is deleted.

Minutes:

Councillor Matthew Winnington spoke regarding the introduction of a loading bay in Bransbury Road opposite numbers 7 & 8.  He supported the proposal as it would ease parking problems for groups that use the community centre.  He also raised concerns regarding access for emergency vehicles parking in Minstead Road.

 

Michael Robinson, Parking Manager noted that most of the complaints were about parking on Sundays.

 

DECISION

The order be made as advertised, with the following exceptions:
