The purpose of the report by the Head of Transport and Environment is to review the current practices into School Crossing Patrol site retention, recruitment and adopt the School Crossing Patrol Policy.

 

RECOMMENDED

(1)  That the Cabinet Member for Traffic and Transportation approve the adoption of the School Crossing Patrol (SCP) Policy (Appendix A) and the guidance therein to be implemented;

 

(2)  That existing sites are graded to enable essential staff cover.

Minutes:

Amber Kerens-Bathmaker, Road Safety & Active Travel Manager, introduced the report for the Head of Transport & Environment.  She explained that most other Local Authorities have a policy in place.   Portsmouth currently has 55 School Crossing Patrols (SCPs) and there is a high level of vacant positions, therefore the aim is to ensure that the SCPs are in the right areas.  Those sites no longer required could then be removed. 

 

Councillor Ellcome stressed that a decision on the siting of patrols would come back to the portfolio holder to consider within the next municipal year, and should involve ward councillors as part of the consultation.  It was reported that the recruitment issues were being investigated to encourage more flexibility.  Marc Griffin, Assistant Head of Transport & Environment, also reported that the use of engineered sites was also being reviewed.
