Proposals for new on-street Pay & Display locations:Traffic Regulation Order No.53/2014 pdf icon PDF 380 KB

The purpose of the attached report by the Head of Transport & Environment is to consider the responses to the public consultation on proposals for new Pay & Display locations.  When objections are received to Traffic Regulation Orders, it is a statutory requirement to consider them and for decisions to be made at a formal committee meeting. 

 

(Appendix A sets out a summary of consultation responses.)

 

RECOMMENDED That the Order is approved as formally advertised (no changes).

Decision:

That the Order is approved as formally advertised with the exception that the restriction in Henderson Road (A2) operates the same way as the seafront Pay & Display (8am-6pm, March-October) to enable free parking at off-peak times for use of the community facilities.

Minutes:

Councillor Stubbs made a deputation and has sent a summary directly to Councillor Ellcome as Cabinet Member as he had asked for people in his ward to forward their comments to him.  He had received comments regarding Henderson Road for which a decision on traffic calming had already been taken and some of the comments related to the raised tables and concerns that the Great South Run would be affected by them, a comment that Henderson Road should be made all 20 miles per hour, an objection that the pay and display should be limited to stay without charge, and another comment that double yellow lines were not necessary.  He asked that on the corner of the esplanade of the pay and display area where there was eight month coverage he hoped there could be similar seasonal restrictions.

 

Councillor Matthew Winnington also spoke as a ward councillor and had spoken to residents near Henderson Road regarding the use of community facilities (Cockleshell Gardens Community Centre and the Eastney Swimming Pool) who hoped there could be provision for a short stay of three hour parking without return before a charge was implemented. 

 

Councillor Ellcome had also heard from Councillor Foster regarding a concerned resident in Queen Street regarding the impact on residents and another from a member of staff at Portsmouth High School regarding the impact for parents wishing to drop children by the schools.

 

DECISION:

That the Order is approved as formally advertised with the exception that the restriction in Henderson Road be the same as for the seafront to enable free parking in the evening for use of the community facilties.

The report by the Head of Transport & Environment is to consider the responses to the formal public consultation on proposals contained within this Traffic Regulation Order, which is a statutory requirement whenever comments are received regarding advertised proposals.

RECOMMENDATION: To install 32 new on road parking spaces with 5 additional off street spaces with the exception of parking space A2 (see appendix B) outside 108 Penny Street as originally advertised in the original TRO.

Minutes:

A deputation was made by Mr Dobson on behalf of the Friends of Old Portsmouth Association who wished to register his support in general for the city council trying to help ameliorate the impact on residential parking.  There were still concerns that this may not meet the expectation of residents to be able to park near their homes, especially near Spice Island, with visitors expected not only for the BAR project but also the ARTches project.  He felt that tourism should be managed by sustainable options and he questioned if DfT guidelines were being followed regarding the space from a junction for parking spaces to be provided to ensure safety and visibility.  There were also concerns of speeding in the area and the danger to pedestrians crossing the roads and public health with an increase in visitors leading to more pollution.

 

Councillor Ellcome reported on his discussions with the ward councillor regarding the issues at The Camber and with the Operations Manager of BAR.  The Head of Transport & Environment stressed that the Department for Transport (DfT) provided guidelines for interpretation regarding parking near junctions and this scheme did not need a request for a departure from regulations.  Councillor Ellcome thanked the deputation and agreed the double yellow lines should remain by the post box by Grand Parade and he asked the officers to update the meeting regarding the testing on site regarding the access to the parking bays near Quay House and garages, which had confirmed that these were accessible.

 

DECISION:

TRO 40/2014 Lidiard Gardens/Lower Drayton Lanes - parking restriction proposals pdf icon PDF 122 KB

The report by the Head of Transport & Environment is to consider the responses to the public consultation on the proposals, which is a statutory requirement of the Traffic Regulation Order process.

 

RECOMMENDED:

 

(1)That the proposed double yellow lines on the south side of the bend in Lidiard Gardens is reduced by 10 metres, to retain 2 parking spaces;

 

(2)  That the proposed extension to the double yellow lines at the junction of Manor Mews is installed as advertised, as per residents' original requests.

Minutes:

A deputation was made by Councillor Winnington as ward councillor who welcomed the progress of this scheme taking into account the representations from members of the public who would support the double yellow lines which would improve safety and access for emergency vehicles.  He did however wish to raise that between number 49 and 56 of Lidiard Gardens where there was a public footpath the residents had problems with cars parking on the pavements who had requested that there be double yellow lines on the north side. Councillor Winnington would also asked that there be consideration of a dropped kerb on the north side. Councillor Ellcome responded that this could not be added to this traffic order but officers could look at whether this would be suitable for a future scheme. 

 

Councillor Stubbs also spoke as a ward councillor whose representation which had been sent to Councillor Ellcome, had included feedback with that regarding Henderson Road, and he raised the issue of visibility at the corners.  It was noted that some residents were not using their designated parking spaces which if used could help with the residential parking problems.

 

DECISIONS:

(1)That the proposed double yellow lines on the south side of the bend in Lidiard Gardens is reduced by 10 metres, to retain 2 parking spaces;

Kimbolton Road and Lichfield Road one way traffic scheme pdf icon PDF 231 KB

The report by the Head of Transport & Environment is to consider the implementation of a one way traffic scheme on Kimbolton and Lichfield road following requests by residents and local councillors and the result of the subsequent public consultation.

 

RECOMMENDED that:

 

(1)  The Portfolio Holder for Traffic and Transportation approves the expenditure and subsequent implementation of a one-way scheme on Kimbolton Road after a majority of residents voted in favour of doing so.

 

(2)  A Traffic Regulation Order (TRO) is made and advertised regarding the proposed implementation of a South to North one way traffic scheme.

 

(3)  Lichfield Road is monitored with the view to implementing a one way scheme in the future should it be deemed necessary and/or supported by residents.

Minutes:

Councillor Stagg as opposition spokesperson and ward councillor welcomed this scheme which the residents particularly in Kimbolton Road had been asking for for a long time and felt that this would be wanted by Lichfield residents in the future once they could see the success of the scheme at Kimbolton Road.

(1)          The Cabinet Member for Traffic & Transportation approves expenditure and subsequent implementation of a one-way scheme on Kimbolton Road after a majority of residents voted in favour of doing so.

30.

Update to Southsea Town Centre Improvements : Osborne Road and Palmerston Road pdf icon PDF 131 KB

The report by the Head of Transport & Environment outlines the design changes to the junction of Palmerston Road. This report is an update to the previously approved Traffic &Transportation paper approved by the Portfolio Holder for Traffic and Transportation on the 24th July 2014 for the Southsea Town Centre Improvements Osborne /Palmerston Road.

 

RECOMMENDED that the Cabinet Member for Traffic & Transportation:

 

(1)  approves the amendments to the design of Osborne Road / Palmerston Road to accommodate a right hand turn from Palmerston Road into Osborne Road;

 

(2) agrees that the necessary TRO is revised to incorporate the changes to Osborne Road and Palmerston Road as a result of the installation of a right hand turn.

Minutes:

The Assistant Head of Transport & Environment presented the update report and reported an email from Mr Cairns of the Disability Forum expressing his concerns and Councillor Ellcome stressed that the impact of the scheme would be monitored.

 

Councillor Hugh Mason spoke as a ward councillor whose points included concerns regarding the bus shelter being adequate for the elderly, the effect of moving the zebra crossing and the eyeline for pedestrians, requesting that there be signs in Osborne Road and Palmerston Road to say that the zebra crossing should be used and he raised concerns of residents in the south part of Palmerston Road regarding the informal taxi rank.

 

Councillor Ellcome said that moving the pedestrian crossing westwards there would be the best viewing line and he would ask the officers to look at the size of the bus shelter to see if discussions could take place with the bus company.  It was reported that the bus shelter would be improved and would have real time information displayed and discussions could take place with the bus companies regarding the size and suitability.  The Head of Transport & Environment undertook to look at the exact siting of the zebra to see if it could go further westwards which would need a risk assessment.  Discussion took place regarding the programme of works which may be delayed until January 2015 if the design was changed.
