Traffic Regulation Order: The Portsmouth City Council (Various Roads) (Prohibition of Waiting and Loading and Amendments to Waiting Restrictions) (No.38) Order 2013 pdf icon PDF 207 KB

Purpose

To consider the responses to the formal public consultation on proposals contained within this Traffic Regulation Order. This is a statutory requirement whenever comments are received regarding advertised proposals.

 

Recommendation

That the proposals within this order are approved as formally advertised, with the exception of:

 

Delete the proposal to extend the double yellow lines in Hilldowns Avenue.

 

A report by the Head of Transport & Environment is attached.

(TAKE IN REPORT BY THE HEAD OF TRANSPORT AND ENVIRONMENT)

 

Nikki Musson, the Operational Transport Planning Officer introduced the report and explained that during the formal consultation period 3 letters and a petition signed by 7 residents had been received objecting to the extension of double yellow lines by 1 metre outside nos 16/18 Hilldowns Avenue. The representations indicate a community spirit and consideration by neighbours and therefore it seems inappropriate to focus resources for the benefit of one household at the expense of the needs of others living in the road and the social arrangements that exist. The proposal to extend the double yellow lines in Hilldowns Avenue is therefore proposed to be deleted.

 

Denise Bastow, the Parking Manager, explained the background to item F) Change from Pay & Display to Emergency Vehicles only 1) Clarence Esplanade, in light of the deputations due to speak, and mentioned that the ambulance service used to park on Speakers Corner. However other vehicles were found to be using this area to park so the Seafront Manager installed bollards which prevented any vehicle from parking there. The ambulance service then moved to the area adjacent to the lifeguard station which meant the ambulance team were on hand to treat rescued persons and they had use of the facilities in the lifeguard hut.

 

A deputation was heard from a representative from the Ambulance Service who included the following points in his representations; have 2 main bases to cover the whole of the city, were originally adjacent to the lifeboat hut which meant we could treat their patients and use their facilities, if we are based by the lifeboat hut we can reach anywhere along the seafront in the summer season within minutes and are also on tap if the lifeguards need us, the vehicle needs to be on the move within 30seconds of an emergency call.

 

A deputation was also heard from Councillor Peter Eddis who included the following points in his representations; the ambulance used to use the car park but the seafront manager didn’t like them there so moved them to Speakers Corner, then they were moved from there and bollards were put up, not aware of any other vehicles parking there because they had seen the ambulance parked, shouldn't remove parking spaces, there are other options ie the L-shaped area behind the Seafront Management hut which would be perfect for an ambulance bay. Totally support the ambulance service and agree that they need to be stationed along the seafront.

 

Councillor Ken Ellcome explained that he was not in favour of bollards along the seafront and fully supported the ambulance being stationed where they were before. Councillor Patey was in agreement with this and felt that this could be resolved.

 

Councillor Fazackarley agreed to resolve the issue of where the ambulance should be positioned, outside of the meeting. He was in support of removing the bollards and marking the bay.

The Cabinet Member for Traffic and Transportation, Councillor Fazackarley, has agreed to defer making a decision on this item until his Decision Meeting on 12 March 2014.
