New Pay & Display Locations; public consultation via Traffic Regulation Orders pdf icon PDF 363 KB

Purpose

To consider the proposals for new Pay & Display locations, taking into account the public response to the formal consultation on the proposals. When objections are received to Traffic Regulation Orders, it is a statutory requirement to consider them and for decisions to be made at a formal committee meeting.

 

RECOMMENDATION that the proposals are approved as formally advertised.

(TAKE IN REPORT BY THE HEAD OF TRANSPORT AND ENVIRONMENT)

 

Michael Robinson, the Parking Operations Manager, introduced the report and explained that by introducing pay and display to car parks (only Monday - Friday) for those people that use them for commercial reasons will now contribute to the up-keep of said car parks.

 

Deputations were heard from the following;

 

Old Portsmouth ward Councillor Rob Wood, spoke on item D1 - High Street, Old Portsmouth and included the following points in his deputation;

·         If it works, don't fix it;

·         Should work for the residents who live in that area;

·         People are naturally worried;

·         This area is a mix of pay and display and free parking, which works well;

·         Portsmouth Grammar School has a major drop off and pick up and parents shouldn't be penalised for short stops of taking their young children into school;

·         Portsmouth Town Court rely on visitors. Their carers and relatives should be able to visit without impeding them;

·         Portsmouth Cathedral, their working practices are around current parking facilities. People from out of the city come to visit or worship;

·         The proposal has not been thought through;

·         Viviers have not been consulted and yet  'short stay' is significant to their business trade and visitors;

·         Need to listen to the residents and local businesses;

·         This is being imposed on residents which will cause them more problems.

 

The Very Reverend David Brindley, spoke on item D1 - High Street, Old Portsmouth and included the following points in his deputation;

·         The 2 hours free parking in Old Portsmouth is essential to support local community involvement;

·         The Cathedral is totally dependent on volunteers;

·         Our current lunch club for elders will decline if parking charges are introduced;

·         Community groups are run by volunteers;

·         The cathedral has over 230 volunteers;

·         Our guides are based on 2hour slots for that reason;

·         Major reason to reduce our opening hours and also our small local businesses who depend on our visitors;

·         There has been a complete lack of consultation;

·         Notices were only put up after we complained;

·         PCC could have come to talk to us;

·         These proposals will undermine our community work quite considerably and our concerts;

·         The city prides itself on culture, please support that;

·         Please turn this proposal down.

 

Joan Warren and Neil Denyer spoke on item D2 - Nancy Road and included the following points in their representations;

·         There are 31 spaces in the Nancy Road car park;

·         We are the only property on Nancy Road without access;

·         Have been monitoring vehicles parking and we will have no chance of parking if the Pay and Display comes into force;

·         Car park is only utilised when football is on;

·         Parking will be displaced further into Fratton;

·         Will impact on our safety as will have to walk from car to home;

·         Mum won't be able to visit as she cannot walk very far;

·         Both need our cars for work;

·         Will have to buy extra visitor permits for our visitors;

·         Proposal is far from satisfactory.

Enforcement for Park and Ride Bus Lanes pdf icon PDF 153 KB

Purpose

To seek member authority to use, purchase and implement a camera enforcement system for the M275 southbound and Mile End Road bus lanes.

 

RECOMMENDATION that members approve the purchase and use of a camera enforcement system for the M275 southbound and Mile End Road bus lanes.

Michael Robinson, the Parking Operations Manager introduced the report and explained that it is essential to ensure a rapid bus journey time that the bus lanes are kept free and therefore authority is sought to purchase and implement a camera enforcement system.

 

DECISION: the Cabinet Member for Traffic and Transportation, Councillor Fazackarley, agreed the purchase and use of a camera enforcement system for the M275 southbound and Mile End Road bus lanes, or any part of the Park and Ride route as seen to be appropriate.

Doyle Avenue Traffic Calming - Results of Public Consultation pdf icon PDF 254 KB

Purpose

The attached report by the Head of Transport and Environment sets out the responses to the public consultation and drop-in session regarding the proposals to implement traffic calming within Doyle Avenue.

 

RECOMMENDED

(1)  That Option 3, consisting of raised tables constructed within Doyle Avenue, in considered for implementation;

(2)  That a Traffic Regulation Order  (TRO) is made and advertised regarding the proposed installation of traffic calming within Doyle Avenue.

Tracey Shepherd, Traffic Engineer, introduced the report and explained that authorisation to progress with a scheme to improve safety for local residents and pedestrians is sought.

 

Councillor Ellcome commented by saying that Doyle Avenue is a rat run and traffic is heavily parked near to the junctions.

 

DECISION: the Cabinet Member for Traffic and Transportation, Councillor Fazackarley agreed in principle option 3, consisting of raised tables constructed within Doyle Avenue, be implemented and that a Traffic Regulation Order is made and advertised regarding the proposed installation of traffic calming within Doyle Avenue.

School Crossing Patrol Recruitment Update (Information Item) pdf icon PDF 115 KB

Purpose

The attached information report, requested by the Cabinet Member for Traffic & Transportation, is an update on the recruitment processes for School Crossing Patrollers (SCP).  Information was requested on the recruitment processes and barriers for the SCP Service in covering vacant sites.

 

Please note that appendix A the location map of the city is too large to reproduce for circulation with papers for this meeting but public inspection copies will be made available and will be on display at the meeting.  A location map is also subject to daily changes reflective of personnel.

Requested by the Cabinet Member for Traffic and Transportation.

 

The report provided information on recruitment processes and barriers for the School Crossing Patrol Service in covering vacant sites.

 

Amber Kerens-Bathmaker, the Road Safety and Active Travel Manager, explained that the service is currently reviewing all of the 110 sites to ascertain if the sites still meet minimum requirements.

Transport for South Hampshire - Constitution pdf icon PDF 167 KB

Purpose

This report is to obtain the in-principle agreement of the Cabinet Member for Traffic and Transportation to the closure of the Local Transport Body (LTB) and Transport for South Hampshire and Isle of Wight (TfSHIoW) and the creation of a new body (to be called Solent Transport). The creation of the new body will require the consent of Cabinet, or the Leader. This report summarises the rationale for a single strategic transport partnership and the steps that are necessary to establish the new body.

 

RECOMMENDATIONS

1.    That the Cabinet Member supports the establishment of a single strategic transport partnership called Solent Transport, to take the place of Transport for South Hampshire and Isle of Wight (TfSHIoW) and the Solent Local Transport Board (LTB);

 

2.    That Members note that establishment of the new body may not proceed until changes to legislation are made and in place. In the interim, the current arrangements will continue.

Pam Turton, Assistant Head of Service, introduced the report and explained that it is proposed to combine the two bodies, Local Transport Body and the Transport for South Hampshire and Isle of Wight, to create a new body to be called Solent Transport.

 

DECISION: the Cabinet Member for Traffic and Transportation, Councillor Fazackarley supports the establishment of a single strategic transport partnership called Solent Transport, to take the place of Transport for South Hampshire and Isle of Wight (TfSHIoW) and the Solent Local Transport Board (LTB). The Cabinet Member also noted that establishment of the new body may not proceed until changes to legislation are made and in place. In the interim, the current arrangements will continue.
