Deferred Item from 20 June 2013 decision meeting: Clarendon Road pdf icon PDF 209 KB

Purpose

To bring back an item deferred at a previous meeting by the Cabinet Member. The proposal relates to extending the existing loading bay east of Palmerston Road and amending the adjacent zig zags and bus stop markings.

 

Recommendation

That the following proposal is approved as advertised under TRO 5/2013:

E) REDUCTION AND EXTENSION OF LOADING BAYS

1. Clarendon Road

(a) South wide, extend the existing loading bay east of Palmerston Road by 9m, amending the adjacent crossing zig zags and bus stop by 5m and 4m respectively.

Nikki Musson, Operational Transport Planning Officer, introduced the report and circulated a photograph of the proposal for clarification of the area being considered.

 

A deputation was heard from Mr Cairns, objecting to the proposal, who referred to the relevant DfT guidance on visibility of crossings, stopping distances and weather conditions. He felt that partially sighted or persons with guide dogs and children would have their visibility reduced.

 

Councillor Ellcome felt that there was a need to adjust the parking for loading and unloading and that safety needs had been taken into consideration. He did not feel that this proposal would increase the speed of traffic and felt that this was a good interim measure. This was supported by Councillor Patey.

 

Councillor Fazackarley welcomed the proposal and asked officers to monitor the situation. He also asked that Danny Johnson, the Passenger Transport Officer, sought clarification as to whether the No.23 bus service would stop outside the NatWest Bank and inform Mr Cairns.

 

DECISION: Councillor Fazackarley approved the following proposal as advertised under TRO 5/2013:

Traffic Regulation Order: The Portsmouth City Council (Various Roads)(Prohibition and Restriction of Waiting and Amendments to Waiting Restrictions) (No.20) Order 2013 pdf icon PDF 392 KB

Purpose

To consider the responses to the formal public consultation on proposals contained within this Traffic Regulation Order. This is a statutory requirement whenever comments are received regarding advertised proposals.

 

Recommendation

That the proposals within this order are approved as formally advertised, with the exception of:

Amend Items D, E & F relating to Broad Street -

Instead of extending the disabled bay and residents' parking bay on the east side (Items D & E), extend the residents' parking bay only in that location and install the disabled bay provision at the northern end

 

(Item F).

This will separate the two restrictions and avoid any confusion for motorists in terms of adjacent road markings and signage, and provide an improved location for parking by disabled people.

Delete Items H and I relating to the taxi rank proposals for Derby Road and London Road. This is to enable alternative options to be explored and revised proposals to go forward if possible.

Nikki Musson, Operational Transport Planning Officer, introduced the report.

 

A deputation was heard from John Holland representing the Portsmouth Cycle Forum, who spoke in support of items H and I being deleted from the order.

 

Written representations were received from Councillor Luke Stubbs relating to Item M who wished to oppose the proposed extension of parking charging on the Esplanade, and from Mr and Mrs Black of Outram Road relating to Item O5.

 

Councillor Ellcome explained that he could not support parking charges along the esplanade over Winter. He felt it would only push the dog walkers etc to park in nearby residential roads and wouldn't be supportive towards local businesses such as the Coffee Cup. Councillor Patey agreed with Councillor Ellcome and added that he felt it was a negative response to charge throughout the Winter months.

 

The Parking Manager, Michael Robinson, explained that it was to bring in line charging at the eastern end of the esplanade, with that at the western end.

 

DECISION: Councillor Fazackarley approved the proposals within the order as formally advertised with the exception of:

Purpose

To consider the responses to the formal public consultation of this order, which is a statutory requirement whenever comments are received about proposals.

 

Recommendation

That the order is made as advertised except for the bays in Amberley Road, Bredenbury Crescent, Lucknow Street (installation and removal) and Nelson Avenue.

Denise Bastow, the Parking Officer Manager, introduced the report and requested the removal of Minstead Road from the order.

 

Written representations were received from Councillor Terry Hall, who was unable to attend the meeting but raised objection to the removal of the disabled bay in Minstead Road (outside No.33) and Martin Silman, one of the Parking Champions, who was also unable to attend and asked that the points in his representation be considered.

 

DECISION: Councillor Fazackarley agreed that the order be made as advertised except for the bays in Amberley Road, Bredenbury Crescent, Lucknow Street (installation ), Nelson Avenue and withdraw Minstead Road from the order.

29.

Winter Maintenance Operational Plan 2013/14 pdf icon PDF 159 KB

Purpose

For the Cabinet Member for Traffic and Transportation to approve this report and to accept that the proposed Winter Maintenance Operational Plan (WMOP) will provide the required level of service as prescribed in the PFI contract and legislation.

 

Recommendation

That the updated Winter Maintenance Operational Plan be approved.

Department for Environment, Food and Rural Affairs: Environmental Noise Directive pdf icon PDF 122 KB

Purpose

To make members aware of the council's obligations under DEFRA's Environmental Noise Directive, and outline the initial requirements to be met.

Nikki Musson, Operational Transport Planning Officer, introduced the report and explained that the Secretary of State for the Department of Environment, Food and Rural Affairs has designed an action plan relating to the management of noise issues under the Environmental Noise (England) Regulations 2006. Nikki explained that each local authority is required to complete its relevant action plan. Once completed, the Transport & Environment assessments will be forwarded to Environmental Health (as the noise receiving authority) to comment upon the proposals made.

"That, under the provisions of Section 100A of the Local Government Act, 1972 as amended by the Local Government (Access to Information) Act, 185, the press and public be excluded for the consideration of the following item(s) on the grounds that the report or part of it is likely to contain information defined as exempt in Part 1 of Schedule 12A to the Local Government Act, 1972."  The public interest in maintaining the exemption must outweigh the public interest in disclosing the information.

Danny Johnson, the Passenger Transport Officer, introduced the report.

 

DECISION: Councillor Fazackarley agreed to;

1)    Approve the award of a contract for a TfSH Asset Management System/Host Operating System (AMS/HOPS).

2)    Approved the award of a contract for a Portsmouth Customer Management System (CMS).

3)    Awarded both contracts to Euclid of Forest Road, Denmead initially from the 1 January 2014 for four years, with an option to extend up to six years. The total 6 year estimated net cost is £142,984. These costs would be funded from the Local Sustainable Transport Fund (LSTF) and from the existing Transport & Environment Service revenue cash limits.

4)    The Head of Transport and Environment be given delegated authority to make any necessary adjustments in consultation with the Cabinet Member for Traffic and Transportation, and on the advice of legal services, for any variations to the contract award within procurement rules and overall budget total.
