Traffic Regulation Order: The Portsmouth City Council (Cosham High Street Area) (One-Way Traffic, Environmental Improvements and Amendments to Waiting Restrictions)

(TAKE IN REPORT BY THE HEAD OF TRANSPORT & ENVIRONMENT)

 

Nikki Musson, Operational Transport Planning Officer, introduced the report.  She advised that officers were suggesting a change to the recommendations in the report which was to defer the item O relating to the installation of a zebra crossing in Wootton Street in order to achieve the best site for the crossing.

 

A deputation was heard from Mr Graham Heaney who first mentioned that a plan to accompany the report would have been helpful.  He said that he had spoken to many people in Cosham about the proposed changes.  He was broadly in support of the recommendations in the report.  He said that with regard to item O of the TRO, he felt that the zebra crossing position needed to be reconsidered.  In addition he asked that with reference to item Q of the TRO that the trees to be planted would be in keeping with the scale of the surrounding buildings and that plane trees would not be used.

 

A deputation was heard from Mr John Holland (on behalf of the Portsmouth Cycle Forum).  He said that he was pleased that the one-way system was being made permanent.  He also expressed wholehearted support that PCC had decided to include contraflow cycling in the one-way system and angle the echelon parking so that drivers reverse in and drive out forwards.

 

Councillor Fazackarley thanked those who had made deputations.

 

Nikki Musson responded to the points raised by saying that with reference to the zebra crossing item, details of where this would be sited would be brought to a future meeting as there was not enough information at present to make a recommendation.  She also confirmed that as yet there were no firm ideas about what species of tree what be used but that the comments made would be taken into account.

 

In response to a query, clarification was provided concerning exactly where the build out would be and this would be included in the traffic regulation itself.

 

Confirmation was also given that the money set aside for this scheme was available and there was a contingency amount included within this.

 

The police had no questions about the scheme but said that the public needed to be made aware in respect of the contraflow cycle lanes that there would be oncoming cyclists.

 

Councillor Fazackarley agreed that signage would need to be clear and the Deputy Head of Transport & Environment, Mr Martin Lavers agreed.

 

DECISION:

 

Councillor Fazackarley agreed that the order be made as advertised with the following adjustments:

 

1. Deletion of:

H) Reinstatement of Prohibition of Waiting at Any Time (Double Yellow Lines)

2. Wayte Street South Side, the 20 metre length east of Wootton Street junction.

 

2. Deletion of:

2) Environmental Improvements - Wayte Street, Pavement Build Outs

i) opposite rear section of The Swan Inn (No.40 High Street)

ii) Island feature in centre of road outside of Trade Union Club

 

3. Revision of:
