The purpose of this report is to make changes to Port Dues.

 

RECOMMENDED that the changes to Port Dues are approved.

Martin Putman, Port Director, introduced the report which was to make changes to Port Dues following the recent judgement against Thanet District Council.  In order that PCC are not subject to similar claims, the terms for moving livestock through the Port have been reviewed and the new rules are attached.

 

DECISION:

That the changes to Port Dues are approved.

Student Halls of Residence Supplementary Planning Document pdf icon PDF 123 KB

The purpose of the report is to formally adopt the Student Halls of Residence as a  Supplementary Planning Document (SPD

 

RECOMMENDED that the Cabinet Member for Planning, Regeneration and Economic Development:

1.     notes the outcome of the public consultations on the Draft Student Halls of Residence SPD that took place from June 2014 - July 2014 and agrees the proposed responses (attached as Appendix 1);

2.     adopts the Student Halls of Residence document as a supplementary planning document (attached as Appendix 2); and

3.     authorises the City Development Manager to make editorial amendments to the wording and images of the SPD prior to publication, in consultation with the Cabinet Member for Planning, Regeneration and Economic Development.  These amendments shall be restricted to correcting errors and formatting and shall not alter the meaning of the document.

Vicky Piper introduced the report which was to formally adopt the Student Halls of Residence as a Supplementary Planning Document (SPD).

The Cabinet Member said this was a good policy and that helpful feedback had been received.

 

DECISION:

That the Cabinet Member for Planning, Regeneration and Economic Development:

The purpose of this report is to seek Cabinet Member approval to consult on the draft Eastney Beach Management Plan Supplementary Planning Document (SPD)

 

RECOMMENDED thatthe Cabinet Member

1. approves the Eastney Beach draft Management Plan SPD (appendix A) for consultation

2. authorises the City Development Manager to make editorial amendments to the draft management plan prior to consultation, in consultation with the Cabinet Member for Planning, Regeneration and Economic Development. These changes will not alter the meaning of the document and will be restricted to grammatical and typographical errors

Vicky Piper introduced the report which is to seek approval to consult on the draft Eastney Beach Management Plan Supplementary Planning Document (SPD). She explained that future development aspirations would be able to link in to the wider strategy to facilitate the ongoing management and restoration of the site and thus ensure that the impacts of their developments on the vegetated shingle habitat are mitigated and compensated for.

 

The Cabinet Member and Opposition Spokespersons agreed that this was a sensible and thorough document.

 

DECISION:

 

That the Cabinet Member

 

1.   approved the Eastney Beach draft Management Plan SPD (appendix A) for consultation

 

2.   authorised the City Development Manager to make editorial amendments to the draft management plan prior to consultation, in consultation with the Cabinet Member for Planning, Regeneration and Economic Development. These changes will not alter the meaning of the document and will be restricted to grammatical and typographical errors.

Beach huts and short term holiday accommodation pdf icon PDF 140 KB

The purpose of the report is to provide the Cabinet Member with a review of the current and future position with regard to the addition of beach huts and short term holiday accommodation along the seafront. 

 

RECOMMENDED that the Cabinet Member for Planning, Regeneration

and Economic Development

(1)                 In relation to beach huts, advises the City Development Manager which site or sites should be progressed;

(2)                 In relation to short term holiday accommodation, approves further exploration work to investigate underground infrastructure and an ecological assessment of the land

The purpose of the report is to provide the Cabinet Member with a review of the current and future position with regard to the addition of beach huts and short term holiday accommodation along the seafront.

 

The Cabinet Member introduced amendments to the recommendations in the report to allow for four weeks informal consultation.

 

DECISION:

that the Cabinet Member

 

1. approved the Beach Huts and short term holiday accommodation proposals for an informal consultation lasting for four weeks.

 

2. as wildlife surveys may be required covering more than one season, gave approval to start an ecological assessment of the holiday lets site and an assessment of the underground infrastructure.

Monitoring of 2014/15 Cash Limits and Capital Programme for the Period to 30 June 2014 pdf icon PDF 151 KB

The purpose of this report is to inform the Cabinet Member of:

 

                   i)  The forecast revenue expenditure for the year compared with the cash   limited budget.

 

                  ii)          The forecast capital expenditure against the capital programme for the Planning, Regeneration and Economic Development (Excluding the Port) Portfolio.

 

RECOMMENDED  that the Cabinet Member for Planning, Regeneration and Economic Development:
